POST CONTEXT/POST SUMMARY:

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360- degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council (NAC).

The Operations (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO Headquarter (NATO HQ).

The J2 Division provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).

J2 Targets (J2T) is responsible for the production of Target Material in support of Joint Force Commands (JFCs) and Single Services Commands (SSCs) Joint Effects efforts during Peacetime Vigilance, Crisis and Maximum Level of Effort (MLE) operations.

J2T Strategic Target Development (Strat TD) section provides real-world intelligence support to targeting for SHAPE lead operations and exercises. The section will liaise, collaborate, and coordinate with SHAPE Warfighting HQ, the JFCs, and NATO Nations to support J2T overall prioritisation and subsequent production of Target Material Production (TMP).

PRINCIPAL DUTIES:

The incumbent's duties are:

  • Conduct all-source analysis to produce target material in support of strategic planning and exercise requirements;

  • Conduct all-source Information Requirement Management and Collection Management (IRM&CM) to support Target Material Production (TMP);

  • Contribute to the overall Collection Management in collaboration with J2T Imagery Section;

  • Provide in-depth knowledge of NATO IRM&CM policies and procedures for all single intelligence disciplines;

  • Collaborate with personnel within the intelligence and targeting community across ACO and NATO Nations to produce multi domain multi dimension target material;

  • Identify intelligence gaps, submit Request of Information (RFI) and contribute to J2T intelligence requirement management and collection management in support of target material production;

  • Collaborate with J2T TMP section and with NIFC Targets Section personnel on the production of Advanced Target Development (ATD) (including Precision Point Mensuration (PPM)), Collateral Damage Estimation (CDE), and Weaponeering) inputs to target folders;

  • Collaborate with J2T Imagery Exploitation Section (IES) analysts in the production of target material;

  • Participate and contribute to relevant working groups, and initial, main and final exercise planning activities supported by J2T, including TDY assignments both within and without NATO’s boundaries;

  • Contribute to and Participate in operational planning and exercises, including the role as evaluator staff as required;

  • Contribute to J2T Quality Control (QC) of TMP and maintenance of TMP data on Joint Target System (JTS);

  • Contribute to internal LI/LL for Intelligence support to targeting in support of strategic planning and exercises;

  • Contribute to development and maintenance of SOIs and SOPs to ensure the best practice for intelligence support to targeting during operations and exercises;

  • Perform duties such as branch/section Travel Clerk or CISPOC or Fire Warden (as required);

  • Perform Ad Hoc duties as a member of the J2T HQ Liaison Element as required by the Section Head or Branch Head;

  • The incumbent may be required to support NATO School Oberammergau in the delivery of the JTIC curriculum courses.


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES:

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

QUALIFICATIONS:

Essential

Professional/Experience

  • Extensive working experience as an all-source intelligence analyst with ample professional background of a NATO, Joint or Combined Staff, national MOD agency, or equivalent civilian company or organization;

  • Previous working experience as a targeteer or intelligence analyst supporting targeting within a joint, combined, NATO or National context;

  • Previous experience in an IRM/CM role or posting;

  • Previous staff experience in a major NATO or National command or joint/combined headquarter;

  • Knowledge of the NATO targeting Cycle.


Education/Training

Higher Secondary education and completed higher vocational training in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.

Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing).

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Working experience with single source intelligence, information analysis and fusion, intelligence support to targeting, operational planning, targeting with NATO or supporting Strategic or MOU organization/agencies, or equivalent civilian company or organization.

  • JTG-JT-31755: NATO Joint Intermediate Target Development (JITD) Course (N3-139);

  • JTG-JT-3820: NATO Collateral Damage Estimation (CDE) Course;

  • INT-AS-3651: NATO Intelligence Requirement Management and Collection Management (IRM&CM) Course;

  • JTG-JT-31192: Joint Targeting System Basic Operator or equivalent course;

  • INT-SU-36875: Basic Intelligence Systems Core Training (BISCT);

  • INT-SU-16797 - NATO Intelligence Functional Systems Training (NIFST) Course (aka. INTEL-FS).


National joint targeting courses may be considered for equivalency, subject to the successful completion of a bypass test and SHAPE approval.

    attention to detail both during production and quality control. The incumbent is able to work with incomplete information, solve problems, work under pressure, and produce products meeting tight deadlines according to operational
    requirement;

  • Professional Contacts: The incumbent will establish and maintain a good working relationship with analysts (peers) at J2T Main, NIFC and JFCs to produce target material to support the Joint Targeting cycle at SHAPE;

  • Contribution To Objectives: The incumbent is one of three analysts in the SHAPE OPS J2 Targets Strategic Target Development Section how will provide direct support to the Joint Targeting Cycle during planning and current operations, and exercises at SHAPE Warfighting Headquarters.


REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
