Missions Publiques (MP) is seeking a Senior Project Manager to co-design innovative solutions for bringing citizens’ voices into European and international decision-making processes.


  • Design engagement strategies and overseeing, organising (including supporting on logistical aspects) and moderating participatory events involving citizens and/or high-level speakers and researchers on a vast range of topics, ranging from AI to climate-related issues;

  • Managing ongoing European and international participatory projects, notably the European Citizens’ Panels Missions Publiques has been working on for the European Commission since 2021;

  • Liaising, in a constructive dialogue, with the relevant contractual authorities (e.g. EU institutions, foundations, national and/or local public authorities);

  • Develop capacity-building activities for a large range of stakeholders (elected officials, public servants, civil society organisations, citizens);

  • Ensure accurate and timely reporting of projects’ progress, both financially and administratively, and coordinating complex consortiums;

  • Identify opportunities for future initiatives, notably by supporting and/or leading fundraising activities and European research;

  • Build and maintain networks and manage trusted relationships and strong communities of practice among diverse stakeholders, including academia, research organisations, industry, NGOs, policymakers, and citizens;

  • External representation to be the face of MP at conferences, social and high-level events (eg. Web Summit, UNOC, UNESCO, Brussels-based EU events, Rencontres européennes de la participation etc.).


  • Strong interest in citizen participation and deliberative processes and focus in achieving political and societal impact;

  • Passionate about governance issues, aware of the limits of the current system and the possibilities offered by R&I solutions and democratic innovations to strenghen our democracies;

  • Minimum of 5 years of relevant work experience in project management, encompassing partnerships-building, participatory design, event organisation and delivery and reporting;

  • Proven track record in managing large-scale multi-stakeholders’ projects, ideally in an international environment, and to sustain international partnerships;

  • Experience in European collaborative research and innovation projects and EU fundings (H2020 and Horizon Europe programmes in particular) is a strong asset;

  • Accomplished range of skills from high level strategic thinking to creative and detailed execution, and emotional intelligence, including the ability to engage with people from all backgrounds with an open mind;

  • Excellent command of English and French is mandatory, with excellent written and oral communication. Other languages are a plus;

  • A proactive, versatile approach, capable of adapting to a dynamic, small team environment, enjoy teamwork and a variety of projects and tasks;

  • High curiosity for political innovation, our common goods, intercultural dialogues, and the inclusion of underrepresented groups, future generations, and our living system in decision-making processes;

  • Willingness to travel, and work a few weekends a year, when citizens’ dialogues typically take place (ca. 10 per year);

  • Familiarity with AI tools is a plus;

  • In addition, for the senior position, a career path that demonstrates increasing levels of responsibility and the ability to establish and improve operational workflows in a cross-functional team, and mentoring junior colleagues.

  • Duration: Permanent position;

  • Location: In our Brussels’ office, with flexible remote arrangements, and regular travel to our main Paris’ office;

Missions Publiques is a high-impact social entrepreneur aiming at opening a channel between policymakers and citizens to promote more inclusive, participatory, and deliberative forms of democracy. To do so, we initiate, design, implement and evaluate processes of citizen deliberation. Over the last 25 years, we have worked with public authorities, European institutions and international organizations, researchers, and NGOs. We are based in Paris, Brussels and Bonn and work at the local, national, European, and global levels. In the last three years, Missions Publiques has been heavily involved in bringing citizen deliberation at the European and international levels, and we are currently looking for a new experienced colleague to strengthen this important part of our work.
