ABOUT THE ROLE:
In line with the Paris Agreement and the EU net zero 2050 target, the ECF Climate Finance Strategy aims to ensure the global financial system is transformed to make financial flows consistent with a 1.5-degree pathway and climate-resilient development by:
- Working on increasing Paris-aligned finance flows: ensuring an increase in development finance, particularly through reform of international financial institutions; greater mobilization of private capital catalyzed by development finance; and ensuring fiscal and monetary tools are used effectively to support the transition;
- Supporting the shift to a net zero financial system: ensuring that the financial sector has the tools and methodologies to plan its approach to the transition; that corporate and financial actors provide the information and data required to assess their sustainability impacts; and that they are held to account for their climate impacts and commitments to meet net zero;
- Working on knowledge gaps and supporting capacity building: ensuring that policymakers, central bankers, supervisors have the knowledge and skills to create ambitious and robust policies on sustainable finance.
This means supporting activities such as the following:
- Engaging with international agenda on sustainable finance policy & regulation, including via the G7, G20, ISSB, UNFCC and other international initiatives;
- Working to leverage Europe’s role in global approaches to integrating climate risks and opportunities in the financial system and increase transparency, accountability and enforcement of regulation;
- Creating opportunities for dialogue between all financial sector stakeholders;
- Supporting processes and building capacity for sustainable finance at national, European and global level;
- The Senior Associate, Sustainable Finance Policy & Regulation, reports to the Programme Manager, Private Climate Finance.
KEY RESPONSIBILITIES:
- Grant-making: developing the scope of work for ECF projects; soliciting and validating proposals from potential and existing grantees; drafting selection recommendations for board/donors’ consideration. Building strong relationships with a wide, diverse range of grantees, monitoring and evaluating grants throughout their lifecycle;
- Research: developing a deeper and broader knowledge base on sustainable finance, by monitoring and analysing international policy developments. Providing internal and external briefings and updates;
- Project management: managing and monitoring the budget as well as deliverables conducted by a set of grantees and external consultancies by maintaining frequent communication, providing strategic direction, and ensuring accountability; monitoring and evaluating progress and impact of initiatives and grants; and acting as a liaison to report progress to donors;
- Internal coordination and communication: liaising with ECF’s other programme teams and the organisation’s operations and communications teams to ensure proper and timely dissemination of information, and consistency and complementarity of different projects and work streams;
- Networking: building partnerships with key stakeholders across the sustainable finance policymaking and civil society communities in Europe and internationally; convening meetings; representing the programme at meetings and organize follow-up;
- Strategy: helping the team in setting the programme’s strategy, priorities and budgets; co-developing and implementing the ECF climate finance strategy through grant making and other means (convening, network enabling) together with our network of grantees and partners.
EXPERIENCE AND COMPETENCIES:
- Strong interest in climate and the environment;
- 5-8 years of experience in a related field, such as EU or international sustainable finance policy and regulation, central banking or working on sustainable finance within a financial institution or relevant consultancy;
- Deep understanding of the policy-making processes related to sustainable finance, including understanding of the processes of international financial standard setters (eg ISSB, IOSCO, FSB etc) or voluntary initiatives on net zero (eg GFANZ, NZOAO, NZBA etc);
- Taking on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm;
- Planning and prioritizing work to meet commitments aligned with organizational goals;
- Building partnerships and working collaboratively with others to meet shared objectives;
- Anticipating and balancing the needs of multiple stakeholders;
- Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences;
- Excellent command of the English languages (both spoken and written).
