ABOUT THE ROLE:

In line with the Paris Agreement and the EU net zero 2050 target, the ECF Climate Finance Strategy aims to ensure the global financial system is transformed to make financial flows consistent with a 1.5-degree pathway and climate-resilient development by:

  • Working on increasing Paris-aligned finance flows: ensuring an increase in development finance, particularly through reform of international financial institutions; greater mobilisation of private capital catalysed by development finance; and ensure fiscal and monetary tools are used effectively to support the transition;

  • Supporting the shift to a net zero financial system: ensuring that the financial sector has the tools and methodologies to plan its approach to the transition; that corporate and financial actors provide the information and data required to assess their sustainability impacts; and that they are held to account for their climate impacts and commitments to meet net zero;

  • Working on knowledge gaps and supporting capacity building: ensuring that policymakers, central bankers, supervisors have the knowledge and skills to create ambitious and robust policy on sustainable finance.


In line with this strategy, ECF has supported the Heads of State/Government of Barbados, France, and Kenya in launching an international taskforce on taxation for climate action and development; and been asked to host the taskforce’s secretariat.

The Secretariat, led by ECF’s CEO and another global leader (currently being recruited), is responsible for the following activities:

  • Support to the three co-chairs in leading the taskforce, including by setting out the ambition and work programme;

  • Political and diplomatic outreach to continuously widen the number of countries committing to pushing the taxation agenda forward;

  • Consultation with CSOs;

  • Commissioning of reports and evidence based narrative shaping.


The Senior Associate will report to the Programme Manager, International Tax Taskforce and will work with the Programme Manager, Public Climate Finance, Director, and Executive Director to drive forward the work of the Taskforce.

KEY RESPONSIBILITIES:

  • Supporting ECF CEO and Secretariat of the Taskforce: ensuring regular contact with the 3 co-chairs, setting up meetings, working with them on setting out the ambition and work program of the Taskforce, supporting diplomatic outreach. Preparing regular briefings and updates for the CEO.

  • Research: developing a deeper and broader knowledge base on taxation, by monitoring and analysing international policy developments and policy briefs from key institutions. Providing regular internal and external briefings and updates

  • Project management: supporting the programme manager in the project management of the taskforce, including through monitoring of the budget, continuous update of ley documents and processes, keeping track of deadline and international milestones, monitoring and evaluating progress and impact, and reporting progress to donors. High-level Events project management could be requested occasionally.

  • Internal coordination and communication: supporting liaison with other members of the team and ECF’s other programme teams and the organisation’s operations and communications teams to ensure proper and timely dissemination of information, and consistency and complementarity of different projects and work streams.


REQUIREMENTS:

  • Strong interest in climate finance and fiscal policy;

  • Previous experience working on climate or environmental taxes;

  • 4-6 years of experience in a related field;

  • Deep understanding of the policy-making processes and negotiation processes, as well as of the functioning of governments, EU institutions and the civil society ecosystem;

  • Self-starter and proactive personality. Ability to work autonomously and with excellent collaboration skills and able to work at a face pace;

  • Taking on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm;

  • Planning and prioritizing work to meet commitments aligned with organizational goals;

  • Experience supporting large and politically sensitive projects to drive forward agreed outcomes;

  • Anticipating and balancing the needs of multiple stakeholders;

  • Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences;

  • Excellent command of the English languages (both spoken and written). French would be a plus.
