CONDITIONS:

  • Type of contract: Member of the European Commission’s contract staff, Function Group IV (article 3b of the Conditions of Employment of Other Servants);

  • Duration of contract: 36 months (renewable up to maximum 6 years);

  • Indicative basic salary: 4.270,49 - 6.185,58 € (applicable as of 1st of July 2024).


DESCRIPTION:

The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society.

The current vacancy is within the Text and Data Mining Unit of the Digital Transformation And Data Directorate, which has the task to develop, provide access to, and apply text and mining, management and analysis. More specifically, the successful candidate will contribute to the GENESIS project, which is an enabler for the exploration of Generative AI for the JRC, the European Commission and the EU Institutions. The project is responsible for the operation and development of the GPT@JRC platform, and for related scientific research activities on and with Large Language Models. The project operates closely to the Text Mining & Analysis Competence Centre (TMACC) an in-house innovation incubator supporting EU Institution's services in their knowledge-intensive tasks by providing advanced analytical tools and advice in the field of text mining, to which this position will contribute.

We propose a challenging position as Project Officer – Research Engineer, aiming at converting innovative ideas into tangible research results. The successful candidate will contribute to and to the coordination of activities related to the development of impactful applications relying on cutting-edge technology available at JRC in the field of Natural Language Artificial Intelligence. He/she will also contribute to an ambitious research agenda on and with Artificial Intelligence technologies.

MAIN TASKS:

The successful candidate will mainly carry out the following tasks:

  • Ensure effective collaboration with other JRC projects in the joint delivery of impactful research outputs;

  • Contribute to the design and delivery of JRC’s research agenda in the field of Artificial Intelligence, focusing, for example on evaluation of natural language AI systems, advanced Retrieval-Augmented Generation techniques and agentic systems involving Large Language Models;

  • In application to ongoing research activities, contribute to the design and development of new Natural Language Artificial Intelligence solutions addressing Science-for-Policy challenges;

  • Draft analytical reports, technical studies and project deliverables as well as contributing to scientific publications;

  • Participate to and organise expert meetings and workshops in the relevant area;

  • Ensure project management tasks: plan, ensure execution, report;

  • Follow and coordinate the work of external service providers and ensuring the quality of deliverables.


PROFILE:

We are looking for a highly motivated, collaborative, service-oriented and independent colleague that is willing to take initiative, be a team-player and organise work in a structured way.

The ideal candidate has the following essential qualifications:

  • A strong technical background in a field related to Artificial Intelligence, involving e.g. design of innovative systems, drafting of technical reports, development and deployment software components, etc;

  • Experience in coordinating activities and projects and delivering results within time, budget and quality constraints, with a technical and scientific dimension;

  • Software Engineering skills and technical expertise related to the operation of AI systems and Large Language Models;

  • The position requires excellent communication skills (in English and one or several other EU official languages) and ability to federate and manage stakeholders.


It would be an asset to have:

  • Experience in working on horizontal topics related to applied research in the digital field like IT governance, personal data protection, information security, AI ethics and on technical projects involving CI/CD pipelines and containerised environments;

  • Experience in Scientific activities with publication of peer-reviewed papers and presentation to scientific conferences is an asset;

  • Having a PhD in a relevant field is a strong asset;

  • Experience of working in a multilingual environment.
