JOB DESCRIPTION:

The current vacancy is with Unit Data Governance and Services, of the Directorate Digital Transformation and Data. The mission of Directorate is to integrate JRC’s scientific and technical expertise in digital technologies and their socio-economic impact, cybersecurity, data and ICT management. To deliver impactful and integrated science-forpolicy recommendations supporting EU digital and data policies. To provide top-class  scientific and corporate ICT infrastructure and services for the JRC. The Directorate hosts JRC work on algorithmic transparency, data analysis and robust statistics as well as the JRC LISO function. It leads on the implementation of the JRC data strategy which aims to provide the data analysis expertise and ICT infrastructure necessary to maintain the JRC’s leading role in providing science advice to policymakers.

The mission of the Unit is to coordinate the implementation of the data strategy of the JRC in collaboration with all JRC units and to ensure the development and business ownership of a corporate ICT infrastructure serving the data analysis needs of scientists at the JRC. At the same time, the unit provides advice on data management and appropriate trainings, as well as developing communities of practice supporting more advanced data analysis methods, in particular to support machine learning activities. The unit also develops its own research on issues of relevance to the data life cycle, including as regards the discovery and management of data, the processing and analysis of large datasets to ensure that they are robust and suitable for use in machine learning algorithms.

The successful candidate will contribute to the development of JRC as a data-driven organization. S/he will define and implement a strategy to increase stakeholders’ engagement and to promote excellence in data management and a culture of data sharing at JRC in order to promote better science for policy outcomes and AI research. The role involves outreach to internal and external audiences, including the scientific community, data networks and governance bodies, to ensure the efficient execution of the JRC’s digital strategy. The jobholder will support the Chief Data Officer and data governance bodies by facilitating the flow on information, contributing to strategic reflection and supporting networks on data governance and AI.

TASKS:

In support to the Chief Data Officer the jobholder will mainly have the following tasks:

  • Contribute to the development, management and monitoring of the JRC digital strategy;

  • Support the organisation and planning of JRC data and AI governance bodies and well as practitioners’ networks;

  • Engage with scientific portfolios’ leaders and JRC scientific staff to understand their data management support needs;

  • Engage with open data organisations and networks to establish collaboration and increase the visibility and reputation of JRC data;

  • Develop concepts for internal and external events and initiatives that promote excellence in data management and AI; lead the organization of these events;

  • Support communication efforts on JRC data and AI research, including drafting and publication of communication materials and guidelines.


WHAT WE ARE LOOKING FOR:

We are looking for a highly motivated project officer who will bring energy and creativity into the outreach and networking activities to support excellence in JRC data management and dissemination. The ideal candidate should have the following knowledge and competences:

  • High degree of commitment and ability to work in a proactive and autonomous way;

  • Experience in project management - capacity to manage and prioritise multiple requests with strict deadlines;

  • Excellent communication and drafting skills in English (C1);

  • Experience in organising events and chair meetings and workshops;

  • Ability to establish and maintain effective and good working relations in a multicultural and multi-disciplinary work environment;

  • Familiarity with data management principles.
