To build excellence in health management we lead initiatives including research projects, working groups, policy and communication campaigns, and events. We are organised in three departments: projects, policy, and operations. The Senior Management and the Management teams provide leadership and support to all departments.

The successful candidate will be part of the Project Department, and work to deliver an outstanding portfolio of European-funded projects that supports effective health management across Europe. They will ensure excellent project and financial management through the timely completion of project deliverables and reports, and effective consortium coordination.

The Project Officer will work in close collaboration with both the Project Team to ensure the completion of all activities for a portfolio of EU-funded projects, and the Policy Team to ensure the inclusion of EHMA’s policy positions in all project deliverables.

The Project Officer will report to the Director of Projects, and will manage interns and volunteers.


  • Plan, implement and complete all activities and deliverables for a portfolio of European Commission-funded projects;

  • Deliver internal and external technical and financial reporting, as well as forecasting, regular monitoring, and planning of project activities;

  • Contribute to and produce briefings, speaking notes and presentations, content for communication channels, reports, position statements, and white papers in connection with the project portfolio;

  • Maintain excellent relationships with EHMA members, consortium partners and networks to ensure the successful coordination and reach of all efforts;

  • Contribute to proposal writing for funders including philanthropy, the European Commission, institutions and private donors;

  • Represent EHMA and its project portfolio at external conferences and events, undertaking strategic communications, information dissemination, and stakeholder engagement;

  • Ensure reciprocity and cross pollination between all projects and EHMA’s core work on health management.

  • Sound knowledge of Microsoft Office and SharePoint.

Project management competencies

  • Excellent project management skills;

  • Sound knowledge of EU-funding frameworks (in particular Horizon 2020, Horizon Europe, Erasmus+, and COSME), the EU project portal, and reporting tools;

  • Good knowledge of EU reporting procedures, and ability to deliver technical and financial project reporting in liaison with colleagues;

  • Ability to manage the relationship with project partners and other external stakeholders;

  • Ability to keep collaborators up to date on project activities;

  • Sound proposal writing skills;

  • Skilled at building project consortia.

Communications competencies

  • Excellent writing skills and ability to develop a range of different outputs, including technical reports, policy briefings, speeches, summaries, meeting notes, etc;

  • Ability to identify and exploit potential projects dissemination opportunities;

  • Have a critical eye in terms of quality, accuracy and meticulous attention to detail;

  • Ability to plan comprehensive communication campaigns, develop compelling policy content and engagement techniques.

Financial competencies

  • Able to work within project budgets;

  • Able to plan and monitor adequate use of resources, including staff time;

  • Able to contributes to the preparation of proposals for funding from external sources;

  • Able to source and recommend suppliers for project activities in line with budget and commissioning contracts.

Leadership competencies

  • Ability to incorporate ethical standards and EHMA’s values as the basis of all interactions with stakeholders;

  • Ability to use individual, team and organisational learning opportunities for personal and professional development;

  • Fluency in other European languages.


This position is offered according to Belgian national legislation. It is an offer for a full-time position of 38 hours per week with an open-end contract.

For this position, the monthly gross salary ranges between €2,500 and €3,200 depending on experience and qualifications, and will also include benefits such as meal vouchers, financial support towards the use of public transport to work, and complementary pension insurance. The post will combine in-office and remote work, as well as occasional travel. The successful candidate will be supplied with necessary materials to work remotely, as required (e.g., laptop).
