ORGANIZATION:
Eurocities is recruiting a Project Coordinator Level 1 to join our Climate and Environment team. The Project Coordinator will have expertise in digital service development and work on the NetZeroCities project.
The candidate will ideally start in June 2025, or as soon as possible thereafter.

ABOUT THE PROJECT:
NetZeroCities (NZC) is an initiative launched as part of the European Green Deal that directly supports the European Commission’s Mission for 100 Climate-neutral and Smart Cities by 2030. NZC is delivered by a 33-member consortium comprising diverse partners from across Europe, supporting the 111 Mission cities to achieve the Mission objectives through expertise, tools and guidance, capacity building and knowledge sharing, and innovative approaches to systemic change.
NZC has designed and is delivering the Mission Platform which brings together a range of support to cities including: City Advisors, the focal support point for Mission Cities, and thematic experts on systems innovation, finance, citizen engagement, social innovation, and technical solutions, with a digital Portal which provides self-service online solutions.
The Portal is a growing platform that provides resources, tools and data on city climate transition, and is designed to support peer-to-peer collaboration via a social network and online groups. The Portal currently has 6,000 registered users, including cities, the European Commission, other public authorities, research institutes and the private sector. We are currently evolving the platform to respond to this diverse group of user needs, in particular to focus on non-Mission Cities, for whom the Portal is to main route by which they can engage with the Mission and access relevant support.
YOUR RESPONSIBILITIES:
As Project Coordinator, you will play a leading role in expanding the reach and effectiveness of the NetZeroCities Portal by supporting its development, promotion and functionality for a wide and diverse community of cities. The role will sit within the broader portal coordination structure and work in close collaboration with the existing portal Project Coordinator, with whom you will ensure continuity, coherence and alignment across all portal developments. You will also act as a key interface with internal and external stakeholders, technical partners, and user communities.

In this role, you will:
- Coordinate portal development and delivery under several interrelated grant agreements, ensuring user needs are embedded in portal development;
- Support the design, coordination and implementation of multi-partner tasks related to Portal features, tools, or services – ensuring roles, timelines and deliverables are clearly defined;
- Lead portal user support, managing Portal mailboxes and in-platform communications and supporting the move toward open, community-based exchange;
- Coordinate and contribute to multi-partner meetings, including preparing agendas, tracking actions, and maintaining oversight of task timelines and deliverables;
- Manage subcontracting processes for Portal development, including contributing to scoping, negotiating, and monitoring contracts with technical suppliers where needed;
- Act as relationship lead for key portal technical and delivery partners, supporting collaboration, troubleshooting, and proactive communication to ensure shared goals are met;
- Promote the Portal within and beyond the NZC consortium, including liaising with European Commission contacts and representing Portal developments in project-wide and external spaces;
- Track and report on progress of relevant work packages, including preparing technical content for deliverables and contributing to project reporting;
- Work closely with the existing NZC Portal Project Coordinator to ensure a joined-up approach to overall Portal strategy, governance and development.
YOUR PROFILE:
With a passion for cities and sustainability, and a commitment to making positive change happen, you will have experience of digital service delivery, digital product management or online platform coordination. The skills and experience to do this job successfully include:
- At least 5 years of relevant experience;
- A strong understanding of both climate transition and city administration;
- A Bachelors or Masters degree in any field relevant to the role;
- Excellent written and spoken English;
- Excellent IT skills (including MS Office, Teams, Zoom, Miro, social media & CRM platforms);
- A self-starter who is confident in managing their own workload;
- Strong organisational skills with a creative and problem-solving approach: able to work effectively in ambiguity and complexity and to respond dynamically to change;
- Excellent relationship management and interpersonal skills: able to work with large, geographically and culturally diverse, teams and deliver results;
- Strong intrinsic motivation to support cities to become climate-neutral by 2030, including the continuous learning this requires;
- Experience coordinating multi-stakeholder tasks and timelines, particularly within complex partnerships or international consortiums;
- Strong communication and interpersonal skills, with experience managing cross-functional working groups or distributed teams;
- Experience tracking project milestones, contributing to reports and overseeing delivery across multiple tasks.
Assets
- Experience working in city administration or EU-funded projects;
- Experience with digital user research, analytics, or service design is a plus;
- Experience working in complex international environments;
- Knowledge of EU policies and functioning of the EU institutions;
- Proficiency in other European languages.

WHAT WE OFFER:
- A full-time position as employee, under Belgian or Spanish legislation, until the conclusion of the project end of May 2026. Further funding for this position will be confirmed by the end of 2025;
- The selected candidate will need to either live in Belgium or Spain (Barcelona) or be willing to relocate for the duration of the contract (candidates need to provide a Belgian or Spanish address);
- Gross salary, according to profile and experience:
- Belgium: Between 46.000 € and 50.000 € yearly gross salary (paid in 13 instalments);
- Barcelona: Between 39.000 € and 42.600 € yearly gross salary (paid in 12 instalments).
- Flexible working hours;
- Part-time teleworking.
