JOB PURPOSE:

As Programme Manager, you will play a key role in driving programme effectiveness to support ClientEarth’s work to use the power of law to bring about systemic change that protects the earth for – and with – its inhabitants. You will help establish consistent and effective working practices across two programme areas, Environmental Rights & Rule of Law Systems and Financial & Economic Systems, with a primary geographic scope in Europe. The portfolio is varied and will involve overseeing programmatic initiatives focused on litigation and advocacy, as well as fostering collaboration with a wide range of partners, including NGOs, law firms, scientific, technical and industry experts and individuals.

WORKING RELATIONSHIPS:

The role sits within the Programme Management Group, itself a part of Programmes & Impact department. The Programme Manager will report to the Programme Management Group Lead (based in London), and will have line management responsibility, overseeing the work, portfolio and professional development of one Programme Officer who will support the Programme Manager with their work and lead on their own portfolio of projects.

The post-holder will work closely with the Head of Environmental Rights & Rule of Law Systems and Head of Financial & Economic Systems , as well as colleagues across programmes.

The post holder will work collaboratively with colleagues from Development, Finance, External Affairs, Legal Services and Impact and Learning.

Externally, the post holder may be the point of contact for key partnerships in their portfolios, and may be required to liaise with funders as necessary.

KEY RESPONSIBILITY:

Programme management and implementation oversight 

  • Maintain oversight of a mixed funding portfolio from trusts, foundations and institutional donors, and plan and track deliverables, and ensure adherence to funding requirements;

  • Work collaboratively across programmes to foster and create an effective and efficient programme management culture and embed best practices to support the optimal delivery of strategic priorities;

  • Work with colleagues from different teams and departments to oversee the project lifecycle delivery of their portfolio in line with funder requirements and provide high level input and guidance to plan, set-up, implement, monitor progress and close projects;

  • Work with colleagues across programmes to ensure that programmatic plans and impact are achieved in line with the strategic objectives and according to their timelines;

  • Support cross-team collaboration, strategy and planning to achieve organisational goals;

  • Participate in fundraising initiatives and provide input on programme design and development of funding proposals in close collaboration with programmes, Development, Finance and PMG colleagues.


Budget management

  • Facilitate effective budget management (six-seven figure) across their programmatic portfolio, in collaboration with budget holders and Finance Business Partners;

  • Monitor and report on budgets across their portfolio, ensuring teams are supported and included in budgeting and forecasting exercises;

  • Ensure team is compliant with donor and CE policies regarding budget expenditure.


Monitoring, Reporting & Learning

  • Work with colleagues across programmes, PMG and the Impact and Learning team, to ensure that MEL processes are well integrated into the programme and embed a culture of continuous learning;

  • Collate, analyse and share data on programme objectives, using insights to adapt and improve delivery;

  • Track and report on programme milestones and deliverables to funders and stakeholders.


Partnerships engagement 

  • Steward, manage and oversee partnerships throughout their lifecycle by ensuring a risk aware, compliant and equitable approach;

  • Strengthen ClientEarth’s relationships with diverse partners, ensuring best practice in partner engagement and provide insights and input to support the organisation’s partnership approach.


Staff Management 

  • Define, in collaboration with line-managed staff members, individual work priorities and well-tailored and achievable work programmes, delegating tasks and responsibilities accordingly;

  • Assess the performance of line-managed staff members and provide constructive, regular formal and informal feedback on performance;

  • Support the professional development of line-report through ongoing supervision, influencing them to take positive action and to be accountable for their work and contribution to the smooth-running of the organisation;

  • Identify and resolve issues, conflicts, disciplinary matters as appropriate, in line with organisational policies, practices and values.


LOCATION:

  • The position can be located in Brussels or London.


EXPERIENCE AND KNOWLEDGE:

Essential

  • Experience of programme management for large complex programmes in the NGO/not-for-profit sector, with substantial budgets (six-seven figure) and diverse stakeholders inside and outside an organisation;

  • Experience of applying a range of project and financial management techniques in planning, staff resource management, implementing and monitoring within a fast moving environment; 

  • Experience of day-to-day line management of a small team, including remotely and providing guidance and development opportunities to team members;

  • Experience of leading or facilitating monitoring, evaluation and learning for large and complex projects in the NGO/not-for-profit sector; 

  • Proven track record of working collaboratively and effectively with external partners, such as NGOs, law firms, scientific, technical and industry stakeholders; 

  • Experience of responding to competing deadlines and managing multiple tasks and priorities. 


Desirable

  • Experience of proposal development and writing reports for funders;

  • Experience of working across different cultures, languages and time zones;

  • Ideally for environmental and/or policy projects.

  • Strong problem-solving and strategic thinking capabilities;

  • An interest in environmental and human rights issues;

  • Comfortable with remote or matrix management and working in a global organisation;

Desirable

  • Fluent (CEFR level C2) in another European language;

  • Ability to transform complex information into easy-to-understand communication;

  • Ability to travel within Europe approximately 2-3 times a year.
