European countries have significantly accelerated domestic climate action over the past five years thanks to the European Green Deal. With a new EU Cycle starting, ECF programmes are entering a new phase: the climate community needs to navigate the new EU political environment and find creative ways to maintain climate ambition while addressing the EU’s security, cost-of-living and competitiveness concerns. As climate is becoming more transversal, cutting across many policy areas like industry and agriculture, strategic policymaking is needed.

ABOUT THE ROLE:

The EU Institutions team holds a critical role to lead and shape the ECF’s engagement as a thought-leader at EU level. Supporting the development of effective EU influencing strategies and capitalising on key EU political moments, the Team helps the ECF programmes navigate the EU political and policy agenda, shape European perspectives at national level and create the political conditions in Brussels for ambitious EU climate policies.To do so, the EU Institutions program works with a wide range of partners in civil society, think tanks, business groups and academia.

The EU Institutions programme holds a new mandate which gives it a central role in ECF.The postholder will work in close cooperation with the EU Programme Directoras well as other team members, to implement this mandate.

KEY RESPONSIBILITIES:

  • Political analysis: collect political intelligence, monitor EU politics and share analysis within ECF and network with a view to shaping strategies. Maintain an overview of EU policies and politics;

  • Strategy development and strategic advice: co-lead the development of the program's strategy and ensure successful implementation:



  1. Collect and coordinate necessary input from team members;

  2. Co-develop efficient coordination and cooperation tools with other ECF programmes (sectoral and country programmes) to foster strategy adaptation and alignment within ECF;

  3. Ensure proper and timely dissemination of information, overseeing dissemination of the findings and policy positions that result from ECF-led projects, including via outreach to selected EU officials;

  4. Support strategy development on ad-hoc projects within ECF.



  • Networking and Convening: Build good and trusted relations with partners, expand networks to key stakeholders, run convenings,and shareexpertise within the whole ecosystem;

  • Grantmaking: Co-design grantmaking plans together with relevant team members, leading on certain projects and assessing implementation in others, and helping adapt them to unforeseen political scenarios and maximise political impact;

  • Team management: manage and animate the team, line management of 2 Associates, coach and foster capacity building within the team;

  • Programme operations: Co-develop and implement internal processes to improve team cohesion and efficiency;

  • Funder relations: Work with the Programme director on fundraising proposals, reporting, and presentations to funders.


REQUIREMENTS:

Experience and competencies

  • Demonstrated interest in the mission and values of the ECF;

  • Strategist with strong understanding of the processes and dynamics of national and European policymaking and a solid network in the EU Institutions;

  • Demonstrated experience in developing and implementing strategies to achieve change;

  • 8-10 years’ experience working on advocacy, policy or political affairs-related areas;

  • Demonstrated expertise and positive attributes in people management;

  • Strong project management skills, including monitoring, evaluation and impact analysis;

  • Excellent collaboration, diplomacy and influencing skills; ability to facilitate effective alignment and action by a diverse group of colleagues and partners;

  • Excellent command of spoken and written English. The ability to speak other European languages is welcome;

  • Attention to detail; flexibility; ability to work independently and to prioritise tasks in a fast-moving work environment;

  • The disposition to work with colleagues in a high-trust international community of peers with a spirit of generosity and mutual support.
