SUMMARY:
The Defence Policy and Planning (DPP) Division has the lead role at the politicalmilitary level for the defence-related aspects of NATO’s fundamental security tasks.
Within the DPP Division, the Defence Planning Directorate (DPD) has the lead in the International Staff (IS) for the coordinated execution of the NATO Defence Planning Process (NDPP) and the Partnership for Peace Planning and Review Process (PARP) and in assisting the defence reform efforts of nations. The Directorate works in close cooperation with national delegations and staff in national capitals on all business relating to defence planning, including the analysis of national defence programmes.
The Principal Data Force Analyst under the direction of the Head, Data Analysis Section is responsible for the design, development, testing, maintenance and installation of applications serving Defence Policy and Planning (DPP) Division business needs. The incumbent provides support to users and develops improvements and new features according to business requirements.

Maintain and further develop the defence force and capabilities database, defence financial and economic database, and associated applications.
Stakeholder Management
Co-operate with specialist staff within NATO HQ. Maintain contacts with national authorities and other International Organisations.
Information Management
Work with staff in the Data Analysis Section and the Planning Directorate to assist with the extraction, presentation, maintenance and interpretation of defence related data and visualisation.
Expertise Development
Implement design specifications into functional websites and applications which incorporate data. Proactively develop skills in areas such as planning, organising, and the use of new technology. Liaise with others to leverage knowledge.
Project Management
Validate and follow up on NDPP related capability surveys. Perform any other related duty as assigned.
INTERRELATIONSHIPS:
The incumbent reports to the Head, Data Analysis Section; co-operates with staff in the Data Analysis Section; maintains a close working relationship with the national delegations and, through them, with the national authorities responsible for defence planning; coordinates with staff in NATO HQ in technical support sections to ensure adherence to architecture and technical standards.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
Contract clause applicable
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

- Possess higher secondary education qualification with 6 years software development, preferably in .NET applications with MS SQL server; OR
- Upper vocational training/ post-secondary degree in computer science or discipline relevant for this position with 4 years in software development, preferably in .NET applications with MS SQL server;
- Be proficient in C# and .NET framework;
- Have experience in designing and developing ASP.NET MVC applications;
- Have experience in: Unit Testing; Javascript, HTML, CSS; writing complex SQL queries for CRUD operations; writing application documentation;
- Possess the following levels of NATO’s official languages (English/French): V(‘Advanced) in one; I (‘Beginner’) in the other;
- Be able and willing to work outside normal official hours when needed.
