COMPANY DESCRIPTION:

The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society. 

The current vacancy is for Directorate for Strategy and Impact, Unit Member States Partnerships and International Relations, whose mission is to manage DG JRC's relations with its institutional and scientific strategic stakeholders in Member States and in countries associated to Horizon Europe and with international partners. Its activities aim at supporting JRC excellence in science and at raising the profile and reputation of the JRC through the coordination of the JRC outreach strategy.

The Unit is looking for a new colleague to take charge of steering and nurturing relations with strategic stakeholders in third countries, international organisations, and other partners. S/he will be responsible for fostering international partnerships, monitoring and reporting on political and other relevant global developments, coordinating with scientific departments, supporting high level meetings and events, and contributing to strategies that enhance JRC scientific excellence and reputation worldwide.

CONDITIONS:

  • Type of contract: Member of the European Commission’s contract staff, Function Group IV (article 3b of the Conditions of Employment of Other Servants);

  • Duration of contract: 36 months (renewable up to maximum 6 years);

  • Area: Relations with International stakeholders;

  • Place of employment: Brussels (BE);

  • Indicative basic salary: 4.270,49 - 6.185,58 € (applicable as of 1st of July 2024) For more detailed information please consult: Working Conditions.


MAIN RESPONSIBILITIES:

Responsibilities of the selected candidate mainly include:

  • Contribute to the implementation and monitoring of JRC’s international relations;

  • Establish and maintain regular contacts with authorities of relevant third countries and international organisations and their representatives;

  • Prepare and negotiate arrangements with partners in priority countries and international organisations;

  • Monitor the implementation of arrangements with partners from third countries and international organisations, organise meetings of relevant Steering Groups, draft progress reports;

  • Organise/support high-level interactions of the Director General and of the Commissioner with international stakeholders, third Countries, visits to capitals and meetings with key stakeholders from national authorities, academia and business;

  • Give support representing the JRC in international meetings and events including coordination and organisation of events and conferences liaising with speakers and participants, drafting related documents (invitation, programme, outcome documents);

  • Analyse, follow-up and give updates on the political, economic situation in JRC partner countries and in particular developments related to research, science and innovation;

  • Assess and coordinate with JRC Directorates the collaboration with relevant third country partners and international organisations;

  • Prepare documents and reports, as well as briefings, speeches, summit declarations, press statements and others;

  • Compile, process and / or structure data from various sources.


REQUIREMENTS:

Essential

The successful candidate should have the following essential qualifications:

  • A university level education and at least 3 years of experience in managing international partnerships, external relations, representation and negotiation, analysis and intelligence;

  • Excellent drafting skills for technical and non-technical audience and presentation skills;

  • Excellent analytical skills and a proactive attitude;

  • Strong interpersonal skills;

  • A very good knowledge (C1) of English is required.


Desirable

  • 2 years experience in research and analysis in science;

  • 2 years previous experience of the functioning of the institution.
