Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation. 

CONTEXT:

The MSF Academy for Healthcare is an intersectional training initiative that focuses on strengthening the skills and competencies of healthcare workers in MSF projects, with the aim of having a long-term impact on the quality of care in the countries where MSF intervenes.

Our teams are currently present in Central African Republic, South Sudan, Mali, Sierra Leone, Nigeria, Yemen, Burkina Faso, Tanzania and soon in Democratic Republic of Congo. Emphasis is placed on MSF’s locally hired staff, particularly in the countries with the greatest gaps in human resources for health (HRH) capacity (e.g. nursing staff in MSF-supported hospitals). Beyond MSF projects, the Academy also liaises with health authorities for joint recognition of its learning programs and support to governmental programs. Our aim is to maintain a consistent educational approach in all our projects: competency-based learning; on-the-job training with the presence of strong tutors or clinical mentors; while striving to achieve appropriate accreditations for all training, often in collaboration with partner teaching institutes. We have a growing “global team”, composed of the director, deputy director, resource manager and 3 project managers as well as a strong technical team comprising medical experts and learning science experts to support our projects, and a group of distance-learning clinical mentors. In the countries where a training program is implemented, strong country teams are present. The global team counts around 26 staff, and the field-based teams have around 70 staff.

The Outpatient Care Initiative aims to strengthen the competencies and skills of consultation providers in patient assessment, clinical reasoning and clinical decision making, using a person-centred model of care, to improve the quality of outpatient consultations in MSF projects. 

As Outpatient Care Learning Mobile Implementation Officer (MIO), you are part of the “Outpatient Care Learning team, and you report directly to the OPD (Outpatient Department) Project Coordinator and Clinical Referent. You work closely with the pedagogical experts, the countries’ project managers, the Outpatient Care teams and the rest of the MSF Academy team.

You provide strategic and operational support to the implementation of all Outpatient Care Learning programmes of the MSF Academy in Sierra Leone, Nigeria and Tanzania, and soon in Democratic Republic of Congo as well as Central African Republic.

MAIN RESPONSIBILITIES:

The main 5 axes of the programme are: 

  • Provide guidance to Outpatient Care Teams in contextualising, defining and developing effective implementation strategies for new projects, and actively supporting the start-up phases; 

  • Ensure the quality of implementation for the learning and mentoring roll-out of Outpatient Care programs whether they are “face to face”, “blended” or “tailor-made” through regular visits to the projects; 

  • Develop the clinical mentoring competencies of Outpatient Care mentors and healthcare trainers further, mainly during visits to the projects, and contributes also to the development and the implementation of alternative methods; 

  • Monitor, analyse and provide constructive feedback on Outpatient Care Learning activities in the different countries where the programme takes place – this includes both learning and Quality of Care indicators, and it implies documenting the various evolution in the programs, and capitalizing on lessons learnt; 

  • Contribute to the development and revisions of content and learning tools for Outpatient Care curricula. 


Main responsibilities are:

  • Participate in weekly or biweekly meetings with each Outpatient Care Team to follow up on activities and provide support; 

  • Find creative solutions to ensure active learning and improve clinical mentorship; 

  • Facilitate Training of Clinical Mentors or Training of Clinical Facilitator courses as necessary; 

  • Supervise, guide, and review new curricula content; 

  • Adapt learning resources and session plans as needed according to needs and updates in guidelines; 

  • Provide input on implementation strategy and guide the programmes before, during, and after visits; 

  • Ensure quality transmission on clinical skills, HR needs, accreditation, etc; 

  • Carry out follow-ups and serve as a relay for other technical referents of the Academy; 

  • Support personal development of clinical mentors, facilitation skills, data monitoring, and encoding; 

  • Conduct analysis of the impact of the programme, including individual learner acquisition of competencies, satisfaction surveys, overall impact on the quality of consultations, etc; 

  • Support planning with Ops (Operations) on managing post-programme completion from programme inception. 


REQUIREMENTS:

Education & Experience 

  • Medical doctor OR nurse practitioner OR clinical officer with strong experience in primary care consultations; 

  • Minimum 5 years of clinical experience with significant primary care consultations exposure; 

  • Minimum 2 years of MSF experience in clinical role; 

  • Experience in hands-on clinical mentorship / preceptorship is mandatory; 

  • A specialization in Family Medicine is an asset; 

  • International MSF experience, especially in different African contexts, is a strong asset; 

  • Experience with the MSF Academy is a strong asset. 


Competencies 

  • High degree of work autonomy; 

  • Capacity to work within agreed timeline and ability to prioritize activities/tasks; 

  • Good communication skills: Active listener, clear and effective communication, sense of diplomacy and pedagogy; 

  • Proven training, coaching and mentoring skills; 

  • Ability to establish and retain positive working relationships (internally and externally);  

  • Good team player with flexibility, creativity, and management skills; 

  • Strong cross-cultural awareness and adaptability. 


Languages 

  • Fluency in spoken French and English is mandatory. Excellent writing skills in one of these languages are also required. 


CONDITIONS: 

  • Expected starting date: May 2025; 

  • Location: Brussels (Belgium) or homebased.


Due to administrative constraints, given the duration of the contract, candidates may need to already have the right of permanent residence and/or a valid work permit. Other locations within 3 hours difference of the European time zone will be considered, provided they are well connected to our intervention countries. 

  • Mobility: Up to 70% in MSF projects; 

  • Contract type: Fixed-term contract – Full-time;  

  • Contract duration: 12 months, with possible extension; 

  • Salary according to MSF-OCB International grid; 

  • Medical Insurance 100% covered as per international package - 45 paid leaves; 

  • The contractual terms and conditions will be established according to the place of work, legal constraints and in respect of MSF standard function and salary grids;
