The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:
The Armament and Aerospace Capabilities Directorate (A&A Cap) supports consensus decision making at NATO Headquarters on a wide range of joint, land, air and maritime capabilities required for the full range of the Alliance’s missions. It provides capability related advice to NATO committees and the Organization’s senior management.
The ISR, Land and Maritime (ILM) Section provides expertise in the following fields:
Intelligence, Surveillance, Reconnaissance (ISR)
Land and Maritime
The incumbent is responsible for driving innovation and the exploitation of new technologies within the NATO Naval Armaments Group (NNAG), with a focus on the Underwater Battlespace and broader situational awareness in the Maritime Domain. They assist Nations in maintaining NATO’s technological Edge in capability areas such as Anti Submarine Warfare and the protection of critical undersea infrastructure (CUI). They work with Nations to develop their capabilities within the NNAG and its sub-structure, to ensure interoperability and meet the challenges faced by NATO whilst addressing key shortfall areas identified in the NDPP. The incumbent acts as the Secretary to the NNAG) and the Underwater Warfare Capability Group (UWWCG). In addition, they perform the role of IS/DI liaison to the Joint Capability Group for Maritime Unmanned Systems (JCG MUS).

Expertise Development
Draft clear and concise reports, background briefs and speaking notes in one of the official languages of the Organization. Draft papers on maritime matters in particular those relating to Armaments activities, including plans and programmes for the research, development and acquisition of Naval Warfare Equipment. Keep abreast of the current techniques / development in the fields of armaments and naval capabilities. Contribute to the NATO Defence Planning Process (NDPP) as required, in coordination with other stakeholders. Ensure coherence of efforts within maritime Capability Areas with multiple stakeholders.
Policy Development
Provide expert advice, support and recommendations to the CNAD and its subordinate structure in the formulation of NATO policy regarding Naval capabilities. Oversee the preparation of specialist documentation dealing with all aspects of the UW/EDT Maritime activities as well as coordinate with other bodies in joint and maritime related policy development.
Information Management
Assist the Chairpersons of the NNAG and UWWCG with the preparation of agendas, decisions sheets and reports resulting from meetings. Initiate and coordinate the necessary follow-up action concerning the decisions of the NNAG and potentially their subordinate bodies and contribute to the timely execution of NNAG decisions. Support the Chairperson of the NNAG in activities related to his participation in CNAD and other NATO meetings.
Stakeholder Management
Promote cooperation amongst nations in the fields of naval equipment. Liaise extensively with government, military and industry personnel representatives of Nations to develop coherent approaches and facilitate negotiations between different parties. Monitor the activities of other groups involved in related fields and liaise and cooperate with them on a regular basis.
Representation of the Organization
Serve as Secretary of the NNAG. Participate in various meetings and, when necessary, act as Chairperson of Committees and Working Groups. Represent the Defence Investment Division as required.
Project Management
Oversee the implementation of work related to maritime capabilities within a multinational and cooperative context. Assess progress made towards meeting Alliance requirements in the area of naval equipment. Plan staffing needs to meet Alliance political initiatives and to provide staff as executive secretaryal support to NNAG and CNAD and their subordinate groups on an as needed basis.
Knowledge Management
Manage the NNAG website on the Defence Investment portal. Ensure proper dissemination of information to the community of interest. Perform any other related duty as assigned.
INTERRELATIONSHIPS:
The incumbent reports to the Head, ILM. They liaise with other groups and agencies both internal and external to NATO that work in fields related to those for which they are responsible. These entities will include (non-exhaustive): relevant IS Divisions, the NATO Communications and Information Agency; the NATO Support and Procurement Agency; NATO’s International Military Staff, NATO’s two Strategic Commands (ACO and ACT), and as necessary, regional and service commands.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
Note: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.

- Possess project management skills and experience in managing the coordination of multinational programmes and cooperative developments;

- Experience in developing Emerging and Disruptive Technologies for new military Capability, including integration into conventional forces;
- Experience in undersea operations including Anti-Submarine Warfare and the protection of critical undersea infrastructure;
- Continued educational development (Master’s Degree and above) and/or formal executive staff training (for example, the completion of military staff college, or an Executive MBA);
- Experience working in a political/military environment and NATO committee support experience;
- Broad knowledge of armaments planning matters and how they relate to other planning disciplines within the NATO Defence Planning framework;
- Good knowledge of the civil and military structure of the Alliance and also of NATO policy, organisation and procedures;
