SUMMARY:
The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners. The Operations Division advances the core tasks of the Alliance (Collective Defence, Crisis Management, and Cooperative Security) by providing policy recommendations, situational awareness, advance planning, well-exercised and executed crisis response, and outcome-oriented defence and related security cooperation programmes.
Within the Operations Division, the Defence and Security Cooperation Directorate (DSCD) facilitates political-military decision-making and programme implementation with partner nations to strengthen resilience, promote integrity, transparency, accountability and good governance in the defence and related security sector, and enhance the institutional and defence capabilities of partner nations so that they can better respond to crises at home and abroad. As the focus for NATO defence and related security cooperation initiatives, the Directorate uses an integrated set of planning and programme implementation tools to develop effective and efficient state defence institutions under democratic control that comply with international norms and practices, and to develop forces and capabilities that can operate effectively with NATO forces when appropriate. The Directorate plays a substantial role in the NATO “One Partner, One Plan” concept to ensure coherence of cooperation with NATO partner countries.
Within DSCD, the Resources and Portfolio Management (RPM) team manages the cooperative security trust fund portfolio, as well as other financial resources and contracting mechanisms to enable capacity building programmes throughout NATO’s area of operations.
The incumbent supports all trust fund projects in the consolidated portfolio of the CAP or DCB Initiative. The role involves advising on contracting options, developing agreements with service providers, and liaising with NATO agencies as well as other third-party entities both internal and external to NATO. This work enables NATO’s programmatic objectives, as the incumbent aligns financial resources with anticipated project needs and employs financial and programme management expertise, including the preparation of accurate reports and engaging presentations to support leadership decision-making.
The officer’s primary responsibilities include facilitating the daily operation of the CAP or DCB Trust Fund by developing and maintaining financial management tools and implementing and applying best practices alongside international project management standards for various projects and programs. Regular engagement with donors, support to project design and development, guidance on risk management, and diligent tracking and communication of project status and fund allocations are also key duties. Ensuring adherence to trust fund guidelines and NATO Financial Regulations (NFRs), transaction entry and certification of expenditures, along with close coordination with all relevant stakeholders for effective project delivery, form an integral part of their role.

Project Management
Contribute to the management of the CAP or DCB Trust Fund, including the development and implementation of projects and providing useful, accurate advice on their resource aspects. Assist, in close cooperation with the Risk Management and M&E Officer, in the development and implementation of the necessary processes to ensure adequate monitoring and evaluation. Support the Lead Resource Officer with finding timely and creative solutions to problems, meeting client and organizational needs. Ensure timely and accurate records and reporting of financial and practical activities executed under the Trust Fund. Provide constructive suggestions and proposals on how to improve the efficiency of the administration of projects. Contribute to cultural and procedural changes to current roles, structures and processes so as to ensure optimal functioning of the team and to improve achievement of DSCD objectives.
Financial Management
Ensure management of resources allocated to each project, including planning, forecasting, and reporting, and transaction entry in ERP as necessary for project implementation. Contribute to dayto-day operations of the CAP or DCB Trust Fund, and to financial and general reporting to Allies and leadership. Engage in collaborative planning exercises and contribute financial advice to the programme of work. This would include: the development and maintenance of financial management tools, application of best practices for trust funds and public sector financial management, regular engagement with donors, and tracking and reporting status of funds.
Planning and Execution
Advise leadership and colleagues on the day-to-day operations of the assigned trust fund, contributing to established NATO financial planning processes. Develop and maintain financial management tools, communicate and support best practices and international project management standards for DSCD programmes, track status of and report on funds execution, and prepare reports of project delivery milestones to provide an accurate representation for leadership and Allied decision making. Provide regular updates to the Lead Resource Officer and relevant NATO IS colleagues on financial status and activities.
Knowledge Management
Ensure maintenance of proper project and trust fund documentation in accordance with NATO information management guidance. Provide recommendations on the management of trust fund information holdings. Provide regular updates to the Lead Resource Officer and Head, RPM, as well as DSCD and OPS Division senior management and relevant committees on CAP or DCB activities and resource management.
Stakeholder Management
Provide regular updates to the Lead Resource Officer, DSCD and OPS Division senior management and relevant committees on Trust Fund activities. Throughout the project lifecycle, ensure reporting to Allies and donors as per the reporting framework. Support coordination with individual donors to the Trust Fund and support outreach to potential contributors. Liaise and coordinate with numerous project partners, both within NATO (Delegations, International Military Staff (IMS), International Staff (IS) Divisions, Agencies) and with external stakeholders. Collaborate on reporting and communications efforts with colleagues throughout NATO HQ. Determine how best to enhance and develop a network of key stakeholders. Perform any other related duties as assigned.
INTERRELATIONSHIPS:
The incumbent reports to the Lead Resource Officer. They maintain close working relationships with other staff in the Operations Division, throughout the HQ, in NATO Agencies, and in external noncommercial entities providing goods and services for programmatic projects and activities. This post is required for a limited period to support the Defence and related security Capacity Building (DCB) and the NATO-Ukraine Comprehensive Assistance package (CAP) initiatives. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years’ duration , which may be renewed for a period of up to 3 years, if required to support these initiatives.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years, if required to support these initiatives, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. - Possess a university degree or equivalent qualification in a field relevant for this position (e.g. Administration, Finance, Project/Program Management, Law);
- Have at least 2 years of relevant experience with programme, project and resource management;
- Have recent, relevant experience in administration/accounting or related fields;
- Have experience working with tools and concepts of financial management, analysis and control procedure\have very good knowledge of Microsoft Office applications (Excel, Word, and PowerPoint), and overall good computer literacy;
- Have excellent written and oral communication skills, including the ability to translate technical information into verbal / visual presentations for senior decision makers;
- Possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in one and II (“Elementary”) in the other.
Desirable

- A master`s degree or accredited certification in a relevant field;
- Experience working in an International Organization and/or multicultural environment;
