SUMMARY:

The Defence Policy and Planning (DPP) Division leads work in the NATO International Staff on the defence-related aspects of the Alliance’s fundamental security tasks at the politicalmilitary level. The Defence Policy and Capabilities Directorate in DPP addresses a wide range of issues related to Alliance deterrence and defence policies and strategies, including the policy aspects of Alliance capabilities.

The Division’s Defence Enablement and Logistics Section provides timely, high quality political-military advice to NATO and national authorities related to the capabilities, resources and services that enable Supreme Allied Commander Europe (SACEUR)’s Area of Responsibility through reinforcement and sustainment, including through collective logistics.

The Officer is responsible for supporting the development, coordination and delivery of political-military advice on Alliance enablement and logistics, particularly those related to deterrence and defence (with an emphasis on crisis response planning and exercises). They also support and, as appropriate, participate in meetings of the Logistics Committee (LC), Defence Policy and Planning Committee (DPPC), Resilience Committee (RC), and other relevant NATO entities and senior NATO stakeholders.

QUALIFICATIONS AND EXPERIENCE:

Essential

The incumbent must:

  • Possess a university degree from an institute of recognised standing in a relevant field (e.g. international relations, strategic studies, security policy, political science, economics);

  • Have at least 2 years of relevant work experience and effective knowledge in one or more applicable field(s) at the strategic level (i.e., defence policy, defence planning, enablement/logistics, resilience);

  • Have experience in policy development and coordination;

  • Have experience working with multiple and diverse stakeholders;

  • Be conversant with the Alliance’s political and military consultative processes and the key defence and security policy issues on its agenda;

  • Demonstrate good political judgement;

  • Have strong oral and written communications skills;

  • Have strong drafting skills;

  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;be available and flexible to travel (approximately 10% of working time), as required.


Desirable

The following are considered an advantage:

  • A relevant post graduate degree;

  • Advanced understanding of relevant NATO policies and procedures related to Alliance deterrence and defence and their supporting civil and military structures and relationships, particularly the roles and responsibilities of NATO civil and military bodies involved in enablement and logistics;

  • Similar work experience gained through service at a national administration (including civil ministries and agencies), military service, or international organisation;

  • Experience working in a multi-national environmenta higher level in the second NATO official language.


MAIN ACCOUNTABILITIES:

Policy Development

Contribute to the development and implementation of strategic NATO enablement and logistics policies and concepts. Take into account enablement and logistics lessons identified and learned from the strategic environment (including NATO military activities) in the development and implementation of enablement and logistics policies and concepts. Analyse and evaluate security, political and military developments and trends related to enablement and logistics activities within the Alliance and partner nations, and in other regions as necessary. Monitor and support policy coordination and planning implementation.

Expertise Development 

Develop expertise on defence enablement, logistics and security policy. Stay well informed on current developments in their own area of responsibility and apply this knowledge to support the Section as a whole. Regularly exchange information with key stakeholders, such as the International Military Staff (IMS), Strategic Commands, and national representatives. Identify urgent issues, and organise and address priorities, requirements, and tasks, and advise DPP leadership and key stakeholders accordingly.

Stakeholder Management 

Develop and maintain effective professional relationships with a range of relevant stakeholders, including Allied and partner representatives in NATO HQ, particularly from the relevant committees, and with representatives from relevant authorities in capitals, and counterparts in IMS, the Strategic Commands, NATO agencies and other appropriate bodies, and relevant regional/international organisations to facilitate political-military dialogue on enablement and logistics. Support activities conducted by nations through expert meetings and visits. Contribute to the work of other senior NATO committees as appropriate, and ensure that NATO’s enablement and logistics matters are appropriately reflected in their activities.

Knowledge Management

Prepare reports, briefing materials, press statements and other products to support highlevel NATO meetings. Draft presentations for use by the Assistant Secretary General (ASG), Defence Policy and Planning (DPP) or other senior NATO officials. Report on developmentsin own area of responsibility and recommend application to the work of the Section. 

Information Management

Channel information to key players in NATO in order to influence strategy and opinions. Assist appropriate NATO committees in the development and preparation of documents. Perform any other related duty as assigned.

INTERRELATIONSHIPS:

The Officer reports to the Head, Defence Enablement & Logistics Section. To facilitate shared situational awareness, effective staff-level coordination and stakeholder management, they work effectively across the DPP division and coordinate closely with other NATO HQ entities, including other International Staff divisions and the IMS. They also maintain effective relationships with counterparts in NATO’s Strategic Commands and with Allied and partner officials, as well as with counterparts in other international organisations.

CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable

  • In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity;

  • The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract;

  • If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years;

  • Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.


NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
