POST CONTEXT/POST SUMMARY:

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multiregion focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support Directorate is responsible for directing, monitoring and coordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The J4 Division is the Requirements Authority and Capability User Authority for NATO logistics and provides the cross-cutting authority, direction and requirement-setting at the strategic level for all project, sustain and maintain functions of logistics.

The Logistics Strategic Operations Branch is responsible for the logistic functional strategic input to the execution of the Alliance Operations and Missions (AOM) and exercises, plus logistics readiness requirements, monitoring and evaluation across the full spectrum of project, sustain and maintain functions.

The Logistics Training and Evaluation Section provides the logistic functional strategic input, operational requirement setting, monitoring and evaluating NATO exercises and individual training programmes.

This section is responsible for the logistics strategic functional input to the whole spectrum of Alliance Operations and Missions, activities and exercises, across the full spectrum of prepare, project, and sustain main capability areas.

This section is responsible to serve the role as Officer Scheduling the Exercise (OSE) Officer of Primary Responsibility (OPR) for relevant exercises in the NATO Training Program, particularly serving a lead role as OPR for the Enablement Exercise (STFX) and enablement contributions to other Major Joint Exercises (MJX’s). It also acts as the coordinator for the other SUPPORT Divisions to the J7 OPR`s.

Therefore, LTE develops a deep understanding of NATO processes, policy, and doctrine. Leverage the logistics experience to enhance current and future education, training, and exercises. Ensure enablement and sustainment training aims and objectives are integrated into ACO’s MJXs. Work closely with MLCC and SHAPE J7 to increase logistics/ enablement outcomes.

PRINCIPAL DUTIES:

The incumbent's duties are:

  • Coordinates activities and events relevant to logistic discipline for individual and collective training and exercises, including the contribution to development of strategic policy, plans, guidance, requirements and procedures impacting Logistic domain;

  • Serves as a program manager for relevant Logistics exercises and as a SME and Syndicate leader for Logistics training in SHAPE Major Joint Exercises;

  • Provides subject matter expertise and advice to exercise planning and evaluation teams;

  • Coordinates with NATO Training centers and existing Centers of Excellence, National and Partner Training Centers (PTCs) for standardizing training in logistic domain;

  • Keeps the Logistics Strategic Operations BH informed on training related activities;

  • Leads the identification/revision of the individual and collective NATO ETEE requirements for the Logistic discipline;

  • Coordinates the alignment of the individual NATO E&T requirements with the collective part of the NATO ETEE;

  • De-conflicts E&T requirements with other disciplines where overlap or requirements influence each other;

  • Provides support in the Global programming context;

  • Responsible for collecting, assembling and contributing logistic inputs to the SACEUR’s Annual Guidance on ETEE (SAGE);

  • Coordinates J4 participation in programming boards, conferences (EPMB, Training Synchronization Conference) and working groups when appropriate in order to execute ACOS J4 RA functions;

  • Coordinates participation of J4 staff in Evaluation Teams to relevant NATO exercises in accordance with Evaluation Program of Work;

  • Acts as LLPOC at Branch level;

  • May be required to augment logistic staff in CCOMC for specified periods;

  • May be appointed as J4 OPR or evaluator for NATO major exercises.


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES:

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

ESSENTIAL QUALIFICATIONS:

Professional/Experience

  • Experience in activities that involve logistics management, logistics policy, planning, organizing, and directing programs, services, and support activities across all logistics functions;

  • Experience in setting business requirements, developing evaluation metrics, and translation of requirements into operational plans;

  • Experience in identifying, planning, and coordinating a set of related projects within a program of business, and managing interdependency in support of specific business strategies and objectives. This includes providing a strategic overview of the project portfolio to higher leadership;

  • Experience in determining, monitoring, and reviewing program scope, costs, and schedule, resources, and risk;

  • Experience in military or corporate training to improve efficiency and implement policies.


Education/Training

  • University degree in logistics, transport, management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.


Language

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing).


DESIRABLE QUALIFICATIONS:

Professional Experience

  • Experience in logistics, corporate, or staff experience.


Education/Training

  • NATO Logistics Introductory Course (NLIC) or equivalent;

  • NATO Logistics Operational Course (NLOC) or equivalent;

  • NATO Logistics Operational Planning Course (NLOPC) or equivalent;

  • NATO Exercise Planning Course (EPC) or equivalent;

  • NATO Logistics Tactical Evaluation Course (NLIC) or equivalent.


ATTRIBUTES/COMPETENCIES:

  • Personal Attributes: Must possess personal attributes such as Integrity, Good Judgement, Agility, Work ethic, and Team working skills, which must exist within the candidate’s own personality, if he/she is to be capable of working effectively with NATO;

  • Professional Contacts: Required to discuss and negotiate training and exercise program with a variety of NATO commands, entities, and nations;

  • Contribution to Objectives: Directly influences the readiness of J4 across the ACO command. Responsible for ensuring the readiness of forces and enablement of SACEURs AOR through the provisioning of rigorous and relevant training and exercises.


REMARKS:

Contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
