POST CONTEXT:

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support Directorate is responsible for directing, monitoring and coordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The SHAPE J4 Division is the Requirements Authority and Capability User Authority for NATO logistics and provides the cross-cutting authority, direction and requirement-setting at the strategic level for all project, sustain and maintain functions of logistics.

At the Strategic level, SHAPE J4 stands as the Logistic Requirements Authority and provides the cross-functional Strategic direction for the implementation of Enablement activity, which is far broader than Logistics and necessitates close liaison and cross-Divisional coordination.

The Logistic Strategic Plans Branch (LSP) develops all strategic Logistics Plans, Directives and Concepts of Support. The Resource and Lifecycle Management Section co-ordinates the development and resource management of operational logistics requirements through the existing NATO process.

As part of NATO 2030 agenda, the development and implementation the requirements related to Readiness area in the main logistics domains have been identified as critical. The Maintenance facilities and Life Cycle manager in J4 will be responsible for provides the management, execution, coordination and reporting of all business objectives, Business Continuity Management, strategic risk management and delivery of all SHAPE SUPPORT J4 Divisions NATO 2030 related activities. The incumbent supports the administrative needs of the increased workforce, ensures the coordination of the NATO 2030 projects in J4, addressing, in particular, the requirements from maintenance perspective throughout the life cycle process and increase the efficiency of the internal information sharing and knowledge management process.

PRINCIPAL DUTIES:

The incumbent's duties are:

  • Support ACO Capability Management as Logistic Subject Matter Expert (SME), with in-depth knowledge on life-cycle management for current and future logistics infrastructure capabilities;

  • Develop and implement a resource plan for future logistics facilities as a multi-year endeavour, to build new capabilities in support of enablement logistics requirements to fill long-lasting gaps and the evolving needs;

  • Support the development of policies and procedures for maintenance within Life Cycle Management (LCM) process;

  • Support logistics SMEs in developing and implementing the requirements for the enablement of SACEUR AOR;

  • Track and report on key LCM metrics, such as resources usage;

  • Analyse logistics data and generate reports to identify areas for improvement and cost savings within the LCM process;

  • Contributes to the capability development process and associated programmes of work;

  • Provides coordinated guidance within his domain of expertise;

  • Maintain close and coordinated operating ties with the JENG and REM to ensure a harmonized effort and synchronized effect within J4 activities;

  • Liaising with internal and external stakeholders as required to accomplish the duties set out above;

  • NATO Committee responsibilities: Military Committee Working Group (Logistics and Resources) – observer/contributor.


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES:

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. The risk of injury is categorised as No risk / risk might increase when deployed.

ESSENTIAL QUALIFICATIONS:

Professional/Experience

  • Experience in logistics management (planning, organizing, and directing of programmes, services, and support activities carried out through all logistics functions);

  • Experience in developing plans and policy guidance to implement logistics management programs;

  • Experience in programme management (identifying, planning, and coordinating related projects within a programme of business change to manage their interdependencies in support of specific business strategies and objectives).


Education/Training

  • University Degree in logistics, maintenance, transport, management information systems, project management or related discipline and 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.


Language

  • English - SLP 3232 (Listening, Speaking, Reading and Writing).


DESIRABLE QUALIFICATIONS:

Professional Experience

  • Broad logistic staff experience, preferably in major and multinational headquarters;

  • Experience with knowledge management processes;

  • Cognizant of the NATO 2030 Initiative and relevant Allied and ACO efforts;

  • Knowledge of capability delivery models and including MB and NSIP mechanisms.


ATTRIBUTES/COMPETENCIES:

Personal Attributes: The incumbent must have good interpersonal and communication skills as well as diplomacy when dealing with staff members. Initiative with a positive “can-do” attitude, original thought, and team building are key qualities for this post as the incumbent will need to work closely with staff within the office and other NATO agencies. Possessing emotional intelligence/self-control to remain calm in the face of adversity conflict as well as the ability to embrace and lead change while remaining flexible/adaptable to emerging requirements are also essential.

Professional Contacts: The incumbent has professional contacts with staff members within NATO organizations and NATO agencies, particularly maintaining liaison coordination with ACO NATO 2030 POCs and with ACT on NON-CIS capability matters.

Contribution to Objectives: While NATO 2030 workstrand are ongoing in ACO, the incumbent will add value within J4 Division as a key SME on resources and LCM remit able to manage development of new Logistics Capabilities projects. He will have a valuable role in liaising with various bodies and entities ensuring logistics requirements are in line with NATO 2030 efforts and proper addressed in achieving logistics strategic goals and objectives.

CONTRACT (Pending approval):

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
