The Community of European Railway and Infrastructure Companies (CER) is currently seeking to hire a motivated & experienced Legal Adviser to join its team.

CER MISSION:

CER’s role is to represent the interests of its members on the EU policy-making scene, in particular to support an improved business and regulatory environment for European railway operators and railway infrastructure companies.

GENERAL RESPONSIBILITIES:

Reporting to the Executive Director, the general purpose for the Legal Adviser will be to support CER’s overall activities from a legal point of view as well as to contribute to the development of CER positions on a variety of transport-related issues.

KEY RESPONSIBILITIES:

EU law and policies

  • Monitoring of and reporting on EU Law & Policies (Competition law, Rail transport law, Public Procurement…);

  • Undertaking legal research on European & national law (including monitoring relevant websites, collecting background documents and producing information material);

  • Drafting legal assessments of legislative proposals and cases pending before the European and national courts;

  • Drafting policy papers and other written materials reflecting the interests of the rail sector;

  • Maintaining regular contacts with officials from EU institutions and relevant stakeholders;

  • Supporting rail sector interests at meetings and public events;

  • Provide support on the update of legal publications (e.g. statutes).


Transport-related topics

  • Monitor policy developments and contribute to the management of several policy issues;

  • Maintain the association’s relationship with partners in Brussels;

  • Contribute to the management/organisation of internal working groups/conferences;

  • Contribute to the development of position papers and writing of reports;

  • Study and report about the impact assessment and the policy measures that are under consideration for the Digital Mobility Services;

  • Study and report about the impact assessment and the policy measures of the Guidelines on Rail State Aid.


Provide horizontal legal support throughout the association.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Master’s degree in Law and/or Master of European Law (LLM);

  • 3-5 years of relevant work experience in European law and in particular competition law, as well as advice on general EU law;

  • Full professional proficiency in English with excellent writing skills. Any additional major European language is considered a plus;

  • Sound understanding of the structure and functioning of the EU Institutions; internship in a EU body is a plus;

  • Experience or a demonstrated strong interest in EU transport policies;

  • An organised working style with an ability to meet deadlines, and a pro-active attitude;

  • Team player, able to build good working relationships with colleagues;

  • A flexible and proactive attitude to work combined with an autonomous working style;

  • The ability to translate complex issues into clear messages;

  • Fast learner.
