POST CONTEXT/POST SUMMARY:

Supreme Headquarters Allied Powers Europe (SHAPE) is the apex military headquarters of the North Atlantic Treaty Organisation (NATO). Its role is to prepare, plan, conduct and execute NATO military operations, missions and tasks in order to achieve the strategic objectives of NATO. It contributes to the deterrence of aggression and the preservation of peace, security and the territorial integrity of Alliance. SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.

The J10 Strategic Communication (StratCom) Directorate is responsible for Integrated and Strategic Communication direction and guidance, and the provision of communication capabilities and information function, as they relate to Alliance operations, policy, exercises and defence planning during peace, crisis, and conflicts.

The J10 StratCom Operations Coordinator is responsible through Branch Head Operations to Director J10 for coordinating all StratCom inputs to operational activity, liaising with the Multi-Domain Strategic Operations Centre, the Multi-Domain Information Centre, the Targeting and Effects division and other SHAPE entities to ensure that Cognitive Effects requirements are met.

PRINCIPAL DUTIES:

The incumbent's duties are:

  • In support of Branch Head Operations; coordinate the execution of the ACO StratCom Campaign in peacetime, while setting conditions for success in crisis and/or conflict;

  • Enhance coordination and integration of SHAPE J10 activities with SHAPE Multi-Domain Operations Centre, Intelligence, Cyber, Targeting, and Joint Effects;

  • Coordinate between the J10 Branches to ensure synchronization in support of SHAPE/ACO objectives. Manage the overall J10 functional process of: UNDERSTAND, PLAN, COORDINATE, EXECUTE, ASSESS. Provide direct oversight for the EXECUTE function of ACO J10 campaigns, activities, and efforts;

  • Monitor the execution and performance of ACO StratCom Campaigns and lead efforts to optimize these across all ACO Commands;

  • Provide advice to Branch Head Operations on operational matters and tasks;

  • Responsible for liaising with other Allied Command Operations StratCom divisions and directorates in order to integrate the StratCom Campaign across the enterprise;

  • Through Branch Head Operations, provide Director J10 Situational Awareness on operational events that are likely to have an effect in the cognitive dimension;

  • Chair the J10 Communication Synchronisation Working Group, and in the absence of Deputy Director J10, act as chair of the ACO StratCom Working Group;

  • Coordinate the cross functional J10 contribution to Strategic Operational Planning Groups, operational working groups and meetings.


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES:

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

QUALIFICATIONS:

Essential

Professional/Experience

  • 2 years or more of experience in planning and coordinating joint military operations;

  • 2 years or more of experience in planning and coordinating information operations and integrating these into wider military activities. 


Education/Training

University Degree and 2 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years of post related experience.

Language

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing).


Desirable

Professional Experience

  • 6 years’ experience in multinational and joint military operations;

  • 3 years’ experience in NATO Operational Planning;

  • 3 years’ experience working in communications: Psychological Operations, Military Public Affairs, marketing, or similar. 


Education/Training

  • Military Staff College, Operational Planning Course, War College, or equivalent;

  • Military Targeting Course.

  • Personal Attributes: Must perform with little supervision. Must be a self-starter and able to work on their own. Must be able to express themselves clearly and concisely to multi-national groups. Provides direction and guidance to the staff officers assigned. Must use tact, flexibility, and consensus building skills in dealing with external staff and organizations. Must be able adapt to changing operational situations:



  1. Receives broad guidance from Dir J10 StratCom. Incumbent is expected to perform with little, if any, supervision;

  2. Tact and diplomacy to work with representatives across SHAPE including flag officers;

  3. Must be able to express themselves clearly and concisely to multi-national groups. Demonstrated capability of highly effective written and oral communication.



  • Professional Contacts: The incumbent needs to develop very good working relationship with other entities within SHAPE including J3, J5, JTE, J2, J9 and with equivalent ACO StratCom staff officers;

  • Contribution to Objectives: This is a key position within StratCom Directorate, providing direct support to all J10 StratCom’s operational planning activities.


REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
