SUMMARY:
The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
The NOR advice is based on sound judgement underpinned by facts, figures, expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision making.
Within the NOR, the Communication and Information Systems (CIS) and Cyber Capabilities Branch provides technical, financial, economic and political advice. Furthermore, it gives support regarding implementation of NATO common-funded CIS and Cyber capabilities, in particular regarding capital investments under the NATO Security Investment Programme (NSIP) and operations & maintenance funded by the NATO Military Budget.
The CIS and Cyber Capabilities Branch covers various domains of Information Communication Technologies (ICT) including security, cyber-defence and service management and control aspects. The work of the Branch is focused on providing governance expert advice and facilitating the planning, programming and operations, and maintenance of modern digital CIS. This includes CIS security and Cyber aspects, as well as ICT service provisioning in support of the NATO Command Structure in both static and deployed environments including military operations in Article 5 and non Article 5 situations.
The incumbent acts as Head of the Technical Coordination team within the CIS and Cyber Capabilities Branch. Under the direction and guidance from the Branch Head, they manage a team responsible for developing resource assessments, advice, support, and deliverables concerning common funded CIS and Cyber capabilities for the NATO resource committees and other relevant stakeholders. They allocate and distribute tasks across their team to work on the Branch Portfolio Areas deliverables in close coordination with the Portfolio Managers. They coordinate tasks and ensure timely completion with the highest level of quality. They also provide advice to stakeholders involved in common funded capability delivery.
They work closely with Portfolio Managers within the Branch to allocate tasks under the responsibility of the Portfolio Managers to the Team Officers, following the guidance and priorities set by the Branch Head and considering the areas of competence of the staff in the Team, ensuring efficient use of resources and balanced workload. They also collaborate with other Branches in the NOR and all NATO stakeholders involved in common funded capability delivery.

Perform analysis of submitted Alliance Consultation, Command and Control (C3) requirements, preserving a high degree of independence. Present concise and comprehensive reports to the resource and other NATO committees, based on analysis of the submitted Alliance requirement, the proposed technical solution for its implementation and of associated resource estimates. Promote team collaboration with other engineers and programme coordinators engaged in defining cost-effective ways of meeting military C3 requirements.
Financial Management
Review costed capability programme plans, project proposals and budget estimates for Alliance C3 capabilities for compliance with NATO policy. Monitor and report on the financial status, funding profiles and expenditure profiles of the Branch portfolio.
Knowledge Management
Contribute to knowledge management through advice on implementation processes for capability programme plans, projects and services with relevant technical and project management input. Apply experience and expertise to recommend appropriate approach required to manage project work effectively.
Policy Development
Contribute to policy development on NATO military common-funded resources through the provision of expert technical advice as required. Determine the impact of existing policies for the implementation of NATO projects and budgets and recommend appropriate course of action. Under the direction and guidance from the Branch Head, develop guidelines for Branch officers to apply when assessing C3 capabilities. Lead the team efforts to ensure efficient application of resource policies.
Project Management
Ensure project objectives and activities are in support of Alliance priorities. Ensure that the tasks and deliverables under his/her responsibility are delivered on time and with adequate quality. Support stakeholders during the entire capability life-cycle, specifically during implementation to achieve implementation of capabilities on time, in scope, and on budget.
People Management
Manage a team of Officers responsible for developing resource assessments, advice, support and deliverables concerning common funded CIS and Cyber capabilities for the NATO resource committees to ensure highest level of quality and timeliness in the provision of advice, support, and deliverables. Direct and supervise the work of the Team, allocating and distributing branch portfolio tasks in close coordination with the Portfolio Managers. Provide coaching and mentoring to staff members enabling them to meet their performance objectives and grow in their jobs. Ensure that all staff under her/his responsibility are clear on Organisational, Divisional, Directorate, Branch and Team objectives. Formulate objectives for the team in concert with the Branch and NOR objectives and ensure follow-up and implementation. Assist in the overall development of such goals and objectives. Provide regular and fair feedback on performance, informally as appropriate and via the HQ Performance Review and Development (PRD) system.
Stakeholder Management
Represent the CIS and Cyber Capabilities Branch, and occasionally the NOR, at various senior level meetings and in NATO committees, inside and outside HQ. Deputise for the Branch Head as needed. Act as Chairperson of various technical meetings with the NATO Office of Resources. Engage with NATO stakeholders as a technical expert and advisor during site visits and inspections of project implementation as well as in other circumstances linked to the assessment, design, or implementation of NATO-funded projects and programmes. Conduct and lead meetings on NATO common-funded projects with authority, involving different stakeholders from NATO member nations, NATO Military Authorities, and NATO Agencies, at different work and management levels. Promote coordination between all NATO bodies, national authorities and IS/IMS Divisions and lead efforts to support the timely, efficient and effective implementation of NATO C3 capability projects. Maintain a large network of stakeholders to ensure that the resource-impact of decisions is considered in a comprehensive fashion.
Planning and Execution
Coordinate and synchronise the Branch work and lines of effort according to Branch objectives and priorities as defined by the Branch Head. Ensure that mid-term work plans for the Branch are implemented to achieve overall objectives. Analyse within area of responsibility trends and future needs of the NOR and the resource committees to proactively manage NATO’s common-funded resources to maximum effectiveness.
Organisational Efficiencies
Pursue continuous improvement in NATO resource policy and processes towards optimizing the value provided to all stakeholders. Toward this end, promote common funding and its value for the Organisation, lead or support, as appropriate, the full implementation of the Common Funded Capability Delivery Governance Model, contribute to the development of relevant new policies and initiatives. Perform any other related duty as assigned.
INTERRELATIONSHIPS:
The incumbent reports to the Head of the CIS and Cyber Capabilities Branch and must be able to operate with diplomacy and tact in a multicultural and multinational environment where decision-making occurs by reaching consensus among the NATO member Nations. They participate in, lead and advise during discussions with national Delegations and Authorities of member countries. They also liaise with appropriate NATO bodies, NATO Military Authorities and national Authorities at Ministries of Defence, other NOR Branches and other members of the International Staff and International Military Staff to ensure coordinated, rapid and effective responses to issues at hand.

CONTRACT:
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

- Have a Master Degree or equivalent,in the field of ICT capabilities, Resource Management, Acquisition, Finance or business administration;
- Have at least 8 years’ experience in the broad field of Communications and Information Command and Control (C2) systems;
- Strong experience in leading teams in a multinational environment;
- Possess demonstrated knowledge and experience in areas such as resource management, acquisition, finance or business administration;
- Have extensive demonstrated experience as system or project manager of modern ICT systems;
- Possess experience in implementing major change/reform efforts, including process reengineering/adaptation;
- Have excellent communication, drafting and presentation skills with the ability to communicate both verbally and in writing complex technical and financial advice, reports in a clear and understandable way to expert and non-expert audiences;
- Be able to operate in a multinational, culturally diverse, political environment where various interests are at stake;
- Be flexible to travel and work outside of normal office hours when necessary;
