NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions that meet the needs of people at risk.
We do this by:
The Head of the Western Balkan Investment Framework (WBIF) Secretariat coordinates the preparation and follow up of the investment framework's Strategic and Operational Board meetings. S/he will work under the supervision of the EU Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR) administrator.
The framework works to support socio-economic development in and preparation of the six Western Balkans countries for EU membership through investment grants for infrastructure projects in the digital, energy, environmental, social and transport sector. The six countries are Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia. The main stakeholders and donors include the European Commission, International Financial Institutions (IFIs) and other bilateral donors, including Norway, who is the largest bilateral contributor to the Western Balkans Joint Fund.
Duty Station: Brussels
The position is for 2 (two) years with a possibility to extend.
Start up: 1 February 2025 or as soon as possible.

RESPONSIBILITIES:
- Organise high-level meetings that govern the Western Balkans Investment Framework, including annual portfolio meetings with partner financial organisations and other stakeholders;
- Ensure minutes of Board and other meetings are properly drafted in consultation with WBIF members, including the 27 EU Member States;
- Liaise regularly with International Financial Institutions Coordination Office (IFICO), and other stakeholders of the investment framework;
- Monitor communication and visibility activities implemented through IFICO; ensure collaboration with all other relevant Communication Units;
- Coordinate the preparation of regular reports, notably the annual progress report and monitoring report;
- Prepare, support, and implement decisions of the Project Financiers' Group, and of the Strategic and Operational Boards; manage reviews and evaluations of those decisions;
- Assist with the design and implementation of selected EU programmes under the WBIF, ensuring compatibility and harmonisation with relevant EU policies and standards;
- Seek to maintain coherence of assistance activities under the Reform and Growth Facility and the Instrument for Pre-Accession, including both multi-country programmes and national assistance programmes;
- Elaborate strategy papers, reports, and draft proposals of relevance under the Investment Framework.

QUALIFICATIONS:
Education
- University degree in economy/finance, political science, law or another related field.
Experience
- Extensive working experience, including relevant leadership experience;
- International working experience is required. Experience in working with or within one of the Western Balkan countries is preferable;
- Demonstrated experience and results from programme and/or public management;
- Fluency in English. Working proficiency in French is an asset.

- Members of the Norwegian Social Security Scheme;
- Currently holding a position in some part of the public administration;
- The recruitment takes place in co-operation with the Norwegian Ministry of Foreign Affairs;
- The person will be employed by NORCAP at the Norwegian Refugee Council, throughout the secondment;
