ABOUT 5RIGHTS:

5Rights Foundation exists to ensure a digital world that will serve children and young people today and for future generations. We are a small team of senior professionals and experts delivering change in how the digital world works. We have shifted the narrative and the agenda through provocative comms campaigns (e.g. Twisted Toys), pioneering research (e.g. Pathways) and award-winning tools (e.g. Child Online Safety Toolkit). We continue to drive real-life change thanks to an outstanding track-record of delivering legislation (e.g. Californian Age Appropriate Design Code), policy and regulatory frameworks (e.g. UNCRC General comment No.25), and industry standards (e.g. IEEE 2089).

PURPOSE OF ROLE:

5Rights engages with regulators around the world, providing expert practical support for the development of policies, laws, standards and tools for the implementation and enforcement of children’s rights in the digital environment.

Over recent years, 5Rights has engaged intensively with the EU institutions, notably around the DSA, AI Act, GDPR and consumer law, as well as the Council of Europe and other multilateral organisations including the UN, OECD, G7 and African Union to put children’s rights high on the agenda and set out core principles in legislation. 

We are now seeking to recruit a new leader for our EU advocacy team, to help practically deliver on the opportunities for profound change that these advocacy efforts have opened up. In this role you will have the opportunity to leverage and reinforce 5Rights’ reputation for expertise and following policy through to implementation and enforcement. You will make this happen by strategic analysis and positioning, developing tailored expert materials, leveraging Europe-wide coalitions, participating in expert processes, stakeholder engagement, lobbying and communications.

KEY RESPONSIBILITIES:

The core responsibilities and tasks are:

Institutional representation

  • Representing 5Rights and advocating for our goals and established positions vis-à-vis EU institutions and in public speaking opportunities;

  • Crafting messaging tailored to specific EU contexts, audiences, politics;

  • Analysing and understanding motivations, interests, positions and pressure points of key stakeholders at European level;

  • Grasping power dynamics, scenario planning and identifying paths to success in Brussels and key member states;

  • Managing both process and politics to deliver results;

  • Manage EU advocacy team budget for events, consultants, etc;

  • Establishing and maintaining relationships with institutions, peer organisations and media.


Legal regulatory analysis

  • Scanning/reading/analysing in depth and interpreting regulatory/statutory text;

  • Managing EU calendar and identifying key opportunities/risks based on projected impact;

  • Drafting briefings, position papers, amendments, coalition statements etc. in view of 5Rights’ goals and established positions.


Internal coordination

  • Ensuring definition, execution and adaptation of EU advocacy strategy;

  • Ensuring coordination with other teams to establish synergies, notably compliance and international advocacy;

  • Managing the EU policy officer / manager;

  • Maintaining relationships with the Board of trustees and the EU Board;

  • Identifying and supporting funding bids.


PERSON SPECIFICATION:

This is a highly challenging and rewarding position for a senior professional with most of the following attributes:

  • You are highly skilled. You have a sharp mind and pen for succinct regulatory analysis. You have a meticulous eye for detail and ability to craft and manipulate legal language (at least in English);

  • You get how to make change happen. You have strong political judgement and a clear understanding of how to develop and deliver insider and outsider influencing strategies to deliver significant reforms; You have the imagination and curiosity to put forward new and inventive ways to solve problems without compromising on core goals;

  • You are adept at advocating on issues that are both technical and political, such as data privacy or children’s rights, and developing your understanding of new policy areas. You have the reliability, patience and relentless focus required to get complex deliverables over the line;

  • You are skilled in building relationships. Your interpersonal, communication and leadership skills (including humility and self-confidence) build consensus within groups and lasting positive relationships;

  • You are a doer. You are proactive, you constantly seek the strategic line between activity and impact, and you enjoy getting stuck into the delivery of impactful work;

  • You are a persuasive communicator, in person and in writing, able to make the case for specific changes and ambitious reforms, to different audiences;

  • Your drive is matched by your organisational skills. You are relentless at problem-solving, willing to move quickly, and have demonstrated sound judgement and a systematic approach to prioritisation. You have strong prioritisation and organisation skills to manage various processes and pieces of work in parallel;

The ideal candidate will demonstrate these skills though acquired professional experience of at least 5 years in an international or multicultural context. Knowledge and experience in EU institutions/negotiation are highly valued, as is knowledge and/or experience of the policy fields of child rights, digital and/or data protection, especially at EU level (DSA, AI Act, GDPR, UCP, GPSR, etc.).

WHAT WE OFFER:

  • Location: This is a remote-working position based in Brussels, with access to a co-working office space two times per week.  Some intra-EU travel will also be required;

  • Salary: €4384 - €5461 per month plus benefits;

  • Working hours: Full time (38 hours per week), with occasional accommodation necessary for work across time-zones; 

  • Statutory pension contribution;

  • 25 days annual leave + 1/day per year worked;

  • Line management responsibility; 

  • Work equipment including a laptop will be provided;

  • Starting date: ASAP, depending on notice period;

  • Reporting line: Executive Director, based in Brussels.
