SUMMARY:

The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ. The EM Division covers the following directorates: HQ Support and Transformation (HQST), Human Resources (HR), Information. Communications and Technology Management (ICTM).

Within the EM-HQST directorate, the role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.

Under the supervision and guidance of the Handyperson/Mover Team Leader, the incumbent is responsible for the execution of material-handling operations in support of NATO HQ logistics activities, office moves and major conferences and events. The incumbent is also responsible for the placement and removal of temporary signage, furniture and equipment for scheduled events and works. They install and remove office equipment and accessories. Moreover, the incumbent assists in updating furniture, equipment and asset inventories and the reception, inventory and storage of received goods and materials.

QUALIFICATIONS AND EXPERIENCE:

Essential

The incumbent must:

  • Have completed secondary education to a satisfactory level;

  • Have at least 3 years of relevant experience;

  • Possess the appropriate driving licence according to Belgian regulations for category B;

  • Be able to use and maintain handling equipment such as forklift trucks and similar equipment generally used in warehouses/logistics-related jobs;

  • Possess the following minimum levels of NATO’s official languages (English/French): V(“Advanced”) in one; II (“Elementary”) in the other;

  • Be prepared to travel and work outside normal office hours;

  • Be in a good physical shape to perform demanding physical labour and be willing to pass a medical examination.


Desirable

The following would be considered an advantage:

  • A valid certificate for using lifting equipment (e.g. forklifts, electrical pallet or jacks);

  • Knowledge of the Dutch language.


MAIN ACCOUNTABILITIES:

Stakeholder Management 

Ensure compliance with established detailed planning, scheduling, and coordination. Build and maintain routine working relationships within IFM and the NATO Office of Security.

Information Management

Assist in furniture and equipment inventory record maintenance. Assist in updating and checking the asset inventory. Provide information on works carried out through the Facility Management Information System (FMIS) (e.g. Planon).

Planning and Execution

Ensure the timely removal, placement and delivery of furniture, equipment, flags and supplies in order to meet set expectations. Install/remove small office accessories (hangers, whiteboards, etc.). Put up temporary signage (posters, signage, etc.). Assist, as required, with the reception, inventory and storage of goods.

Project Management

Provide all requested logistics support for specific events and meetings, such as Ministerials and Summits. Keep storage rooms in proper order and monitor the overall condition of materials and equipment.

Expertise Development

Properly implement internal work processes and take part in training required for the performance of the job. Perform any other related duty as assigned.

INTERRELATIONSHIPS:

The incumbent reports to the Handyperson/Mover Team Leader, or their replacement. The incumbent may be required to work alone or in a team.

CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable

  • In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract;

  • If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years;

  • Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.


Note: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
