DESCRIPTION:
The Joint Research Centre (JRC) provides independent, evidence-based knowledge and science, supporting EU policies to positively impact society.
The current vacancy is with New European Bauhaus Unit (https://new-europeanbauhaus.europa.eu/index_en) of the Directorate for Fair and Sustainable Economy.
The Unit coordinates the design and delivery of the New European Bauhaus initiative. We are an enthusiastic team that strives to think out of the box and discover new and better ways of policy making, bringing Europe closer to its citizens. The coordination work involves both the engagement with external stakeholders and with the Commission services with a view to refine the concept and design a set of complementary EU actions to support the integration of sustainability, aesthetics and inclusion in the shaping and regeneration of living spaces. The Unit also coordinates the resulting projects and initiatives and supports the knowledge sharing across them. The Unit works on two complementary strands closely articulated:
The successful candidate will work directly with the Head of Unit and will ensure the back-up of the financial assistant in Communication Unit. S/he will guide and work in very close collaboration with the colleagues in charge of communication and the NEB activities, and related contracts and budget.

- The Policy and delivery pole that will secure the articulation of the New European Bauhaus initiative with the existing EU policies and instruments and coordinate the mobilisation and combination of relevant EU instruments in support to the initiative. It draws the lessons from the various actions carried out with a view to progressively improve the support framework;
- The Community management and Communication pole that shapes and implements an engagement strategy and curates an ideation, deliberation and co-creation space involving interested parties and Commission services. It also establishes the necessary Communication platforms and formats and manages emerging communities around the New European Bauhaus movement.

MAIN TASKS:
Budget and Finance related tasks
- Manage the financial, budget and procurement/contract side of our work;
- Ensure effective planning and management of the budget allocated to the unit;
- Contribute to the definition of budget needs for both administrative and operational (communication) activities of the unit, including budget management for external service providers and expert contracts;
- Monitor and regularly report on budget consumption and underlying financial transactions (commitments, payments, etc.);
- Assist the Head of Unit in supervising the respect of financial, budgetary and contractual rules, procedures and deadlines.
Procurement and contract related tasks
- Assist in launching, managing and monitoring call for proposals, tenders, evaluations, selection of projects and award procedures;
- Follow-up contract performance (deadlines, specifications, expenditure, etc.), together with the colleagues in charge of the operational follow-up;
- Provide support to the design and approval of terms of reference for contracts;
- Ensure that a full file is maintained on the operation, including all the documents necessary to justify each financial transaction;
- Ensure contract performance and fulfilment of reporting procedures.
Administrative assistance related task
- On request, help to provide back-up for administrative support to the Unit in the daily management of contacts, missions, correspondence, document management services, financial circuit and contribute to good communication and smooth administration.
WHAT WE ARE LOOKING FOR:
- We look for an experienced Financial Assistant with a sense of initiative and flexibility. The successful candidate has a strong service-oriented attitude, is well organized, enjoys teamwork and is able to communicate clearly and concisely;
- Experience (at least 2 years) in finance, budget management, procurement or contracts is an asset;
- Experience (at least 2 years) in financial assistant or similar roles in the European institutions or agencies is an asset as well as knowledge of the main tools used in the European Commission;
- A strong motivation, enthusiasm and an excellent team-player approach are equally essential, as is the interest to join a fast moving environment of the New European Bauhaus project;
- It is required to have very good command of English (C1).
WHAT WE OFFER:
- Type of contract: Member of the European Commission’s contract staff, Function Group III (article 3b of the Conditions of Employment of Other Servants);
- Duration of contract: 36 months (renewable up to maximum 6 years);
