BACKGROUND:

Founded in 2007, the Practitioners' Network for European Development Cooperation (PN) is a network of European national development cooperation agencies based in Brussels and registered as an AISBL (international non-profit association) under Belgian legislation. It currently has 16 full members, 8 associate members, and one observer (the European Commission). It serves as a platform for exchange, learning, coordination, and harmonization. The PN aims to strengthen cooperation, synergies and complementarity between implementers (practitioners) of European development cooperation with a public service mission. It contributes as a key actor to further developing the Team Europe Approach and advancing Sustainable Development Goals, including through Global Gateway. It also provides feedback on European development policies from a practitioner’s perspective, while enhancing the visibility of Europe’s partnerships and cooperation for sustainable development.  It has several working groups, workstreams and task forces, led by different PN members, dedicated to specific topics or objectives such as advancing the Team Europe Approach, engaging with the private sector for sustainable development, operating in fragile contexts, or a gender task force. 

ROLE AND RESPONSIBILITIES:

The PN is currently in the process of strengthening its secretariat and increasing its Coordination Team based in Brussels. The role of the coordination team is to support the annual rotating PN Presidencies and its members in advancing the PN and its organisational, logistical, administrative and financial management.  

The Coordination Team consists of three functions:

  • Network Coordinator (full-time);

  • Network Coordination and Communication Officer (full-time);

  • Network Finance & Administration Officer (50% part-time). 


Collectively, the coordination team is responsible for: 

  • Supporting the PN Presidency and Steering Committee in providing leadership and direction to the PN;

  • Ensuring effective internal and external communication and visibility;

  • Guiding and supporting thematic working groups, workstreams and task forces of the PN;

  • Ensuring smooth operational and financial management and accountability of PN;

  • Supporting the PN Presidency, Steering Committee and General Assembly in ensuring good governance in line with the Charter and legal requirements;

  • Preparing, recording and reporting network activities;

  • Ensuring continuity and coherence of processes/practices as well as good knowledge management across rotating Presidencies.


JOB DESCRIPTION:

The Finance and Administration Officer works under the supervision of the Coordinator and collaborates closely with the Coordination & Communication Officer. This is a part-time role.

TASKS:

Financial and budgetary management

  • Support the Presidency in the preparation of budget plans for the PN;

  • Support in procurement of goods and services for the PN and manage contracts with third parties;

  • Process payments and manage the PN bank accounts, ensuring transparency & overview;

  • Prepare and provide monthly data and information to the Presidency and Steering Committee on the financial situation and budget execution;

  • Prepare and produce annual financial reports;

  • Maintain the PN accounts, duly recording income and expenditure in the accounting software;

  • Maintain an up-to-date inventory list of assets;

  • Organise the annual audit of accounts and discharge of the Presidency;

  • Ensure the publishing of the PN’s audited accounts and their deposit with the Belgian Registry of the Commercial Court;

  • Ensure publications in the Belgian official Gazette are in line with legal requirements (e.g. changes in Articles of Association, changes in the governing body…).


PN Administration

  • Maintain the legal, financial and accounting documents repository in the member area of the PN website up to date;

  • Act as the focal point for the company providing human resources services to the PN;

  • Support, as needed, the development and updating of internal rules and procedures for financial, administrative and human resources management;

  • Provide administrative and logistics support to PN events and activities under the responsibility of the Coordination and/or Presidency as needed.


QUALIFICATION:

  • Completed education at Bachelor level in a relevant field (e.g. accountancy, finance, business administration);

  • At least 3 years of professional experience in financial and budgetary management, including account management;

  • Familiarity with the Belgian administrative and legal framework governing non-profit associations is highly desirable;

  • Fluency in English and good working knowledge of French;

  • Experience in human resources administration is an asset;

  • Knowledge of the functioning of the European Union and its development cooperation policies is an asset;

  • Experience in working in or for a network is an asset;

  • Proficiency in Microsoft Office applications;

  • Structured, with solid organisational skills;

  • Proactive and creative individual, independent and autonomous way of working;

  • Strong team player;

  • Right to work in Belgium is a pre-condition.

  • Contract type: National employment contract. 2 years with possible extension;

  • Expected start date: 1 April 2025.
