ABOUT THE EUROPEAN CLIMATE FOUNDATION:
The European Climate Foundation (ECF) is a major philanthropic initiative working to help tackle the climate crisis by fostering the development of a net-zero emission society at the national, European and global level.
We support over 1000 partner organisations to carry out activities that drive urgent and ambitious policy in support of the objectives of the Paris Agreement, contribute to the public debate on climate action and help deliver a socially responsible transition to a net-zero economy and sustainable society in Europe and around the world.

ABOUT THE ROLE:
To achieve its mission, the ECF must respond with agility and flexibility, deep insight, broad-based collaboration and collective actions. In this context, the Management Team (MT) that includes programmatic Executive Directors (EDs), Strategic Partnerships ED, COO, CFO, MD and CEO, must ensure a high degree of internal cohesion, communication and agility while speaking with one voice. Each member has a clear strategic role according to its expertise and, to further support the cross-spectrum approach, EDs have mixed portfolios of countries/sectors/international, including programs and campaigns.
We are now implementing this mixed portfolio’s approach with an enlarged Management Team. We are therefore recruiting a programmatic ED for the portfolio EU policy coordination & Countries (Central and Eastern Europe).
KEY RESPONSIBILITIES:
The portfolio will cover the following ECF campaigns/projects: (if we advertise externally we can include more information to better describe/make clearer)
Campaigns
Programmes
Cross country projects
The management team will be subject to frequent assessment and the structure may be reshuffled after a period of three years.
Portfolio Management
Represent ECF in both internal and external context as required.

- Developmentof an overarching EU strategy that positions ECF to respond to the changing and challenging political context;
- Oversee ECF country programmes in Central and Eastern Europe.
The portfolio will cover the following ECF campaigns/projects: (if we advertise externally we can include more information to better describe/make clearer)
Campaigns
- Landing an Ambitious EU Green Deal;
- Next EU Cycle.
Programmes
- EU institutions;
- Governance and Climate Laws;
- Country programmes in CEE: Poland, South East Europe/Western Balkans, Central Europe, Ukraine.
Cross country projects
- Project Mirror.

Portfolio Management
- Oversee campaign and program strategic development, facilitate collaborative spirit & processes;
- Develop one ECF approach toward the EU;
- Ensure the programmes’ strategic alignment with ECF wider strategy;
- Act as a strategic partner to CEO and MT on issues relating to EU policy campaigns and Brussels focused efforts generally;
- Further develop ECF work in CEE region, building synergies and collaboration across the teams;
- Reinforce strategic content and arbitrate when complex strategic choices / controversies arise;
- Maintain strong relationships with grantee and funding partners and other stakeholders;
- Ensure the good execution of the yearly activities for its portfolio;
- Manage the team members that are directly part of its portfolio, including direct line management of 5 Programme Directors;
- Foster collective discussions;
- As a member of the Management Team (MT) assume joint responsibility for the strategic and operational decision-making of the organisation and cascade it to their team.
Represent ECF in both internal and external context as required.
REQUIREMENTS:
Experience and competencies
- Deep understanding and proven experience at senior level in EU affairs & institutions;
- Knowledge of politicalcontext in Central and Eastern Europe;
- Political experience at EU or/and in Central and Eastern Europe is a plus;
- Strong interest in climate, the environment and related fields;
- Demonstrated leadership skills with empowerment of teams and ensuring collaborative mindset;
- Embraces teamwork;
- Strategic mindset;
- Change management sensitivity;
- Solution-minded and capacity to adapt in a fast-evolving environment;
- Excellent command of the English languages (both spoken and written);
- Experience of working in a multinational environment;
- Experience of working/campaigning with civil society/stakeholder groups is a plus.
