POSITION OVERVIEW:

Reporting to the Europe Public Policy Manager, the Europe Public Policy Analyst will monitor and assess regulatory changes on key industrial policies and building regulations in Europe impacting CRH. The role will provide clear analyses and develop recommendations for CRH positions, advocacy strategies and briefings. The role will manage the internal coordination of advocacy actions and feedback, and support internal public policy communications. The analyst will focus on industrial policies and building regulations that have a direct impact on industry's competitiveness and transition. Existing knowledge of European policies with a direct impact on hard-to abate industries and construction sector is required.

For each core issue, this role will be responsible for identifying the timing of the decision-making process, the key stakeholders / influencers and the key actions for the Europe Public Policy team's advocacy efforts.

The role will be strategic in supporting the development and deployment of CRH’s public policy actions. It will represent CRH positions on relevant internal and external groups.

KEY TASKS AND RESPONSIBILITIES:

In this role, you will:

Anticipate

  • Establish a network of sources of information on EU public policy issues;

  • Manage a comprehensive monitoring programme of emerging and developing issues;

  • Provide accurate assessments and analysis of impacts of emerging regulatory issues on CRH & peers;

  • Ensure the Europe Public Policy team is aware of and understands emerging risks and opportunities;

  • Identify the decision-making process and key stakeholders / influencers on priority issues.


Coordinate 

  • Responsible for developing and recommending CRH positions and strategic action plans on priority issues to the EU Public Policy management;

  • Responsible for organising Public Policy internal meetings, briefings and advocacy programmes;

  • Support the development of EU Public Policy deliverables including briefing notes, presentations and meetings.


Advocate

  • Represent CRH Public Policy positions on relevant internal and external groups;

  • Support the development and implementation of advocacy strategies via EU institutions.


KEY SKILLS AND EXPERIENCE:

You possess the following:

  • Existing knowledge of European policies with a direct impact on hard-to abate industries;

  • Existing knowledge of European policies having an impact on the construction sector and its climate transition;

  • Understanding of EU legislation and EU regulatory process;

  • Ability to analyse complex legislation;

  • Knowledge of Superior communication skills, pitching the message for the audience, clear and succinct;

  • Technical knowledge;

  • Ability to write succinct, clear and accurate policy positions, briefings and presentations;

  • Proficiency in PowerPoint;

  • A first experience in the industry or a professional association in a public affairs position;

  • Full professional competence in English.
