SUMMARY:

The BICES Group Executive (BGX), a NATO entity, is the executive body of the BICES Group (BG). The BG exists to enable the sharing and exchange of Intelligence and Information between and amongst the NATO nations, with NATO and with other nonNATO nations and Organizations. The BGX, under the leadership of the Director, is comprised of the following pillars: Intelligence and Enterprise Services (IES) Division, Programmes, Engineering and Maintenance (PEM) Division, Operations and Security Services (OSS) Division and Intelligence, Surveillance and Reconnaissance (ISR) Cell.

The IES Division performs staff activities to coordinate efforts, liaise with nations and organizations, create required documentation and policies, support current military operations and exercises, and provide training to the BICES Group (BG). The IES Division is also the central element for information architecture and management support.

The Strategy & Processes (S&P) Branch within the IES Division is responsible for strategy development and users’ support with the focus on Intel services and tools and the oversight of the Risk Management process. The S&P Branch also contains an Information Management (IM) team, which is responsible for all IM activities on BICES.

QUALIFICATIONS AND EXPERIENCE:

Essential

The incumbent must:

  • Have at least 3 years of professional experience in any modern Risk Management System;

  • Possess proven knowledge of ISO3100 and COSO Risk Management Standards;

  • Possess a university degree from an institute of recognized standing in computer science, information science or any other related discipline;

  • Be able to effectively prepare and maintain documentation (i.e. Risk Reports);

  • Be willing to travel and work outside regular office hours, as required;

  • Bossess level V (Advanced) of the English language.


Desirable

The following will be considered an advantage:

  • Have a certification in Risk Management systems;

  • Experience in using a Risk Management Tool;

  • Knowledge of NATO and national information technology security polices;

  • Experience in the installation, configuration and maintenance of application services in accordance with NATO and/or national Security regulations;

  • Experience in working with reports and graphics;

  • Knowledge of Risk Management in NATO or other multinational organizations;

  • Expertise in Web Content Management, Document Management Systems, and Web Browsers;

  • Possess level I (Beginner) of the French language.


MAIN ACCOUNTABILITIES:

Project Management

Inform projects and activities in the Plan of Work (POW) with regards to required Risk Treatments or to facilitate proper decision-making.

Expertise Development

Advise on the development and operationalization of BICES EROM activities to implement the BICES EROM Policy. Serve as subject matter expert in the drafting and support of EROM plans and processes and POW activities. Support BGX staff and national EROM POCs and SME to manage and populate their respective delegated risk types within the Tool. Stay abreast of technological and procedural developments relevant to the area of work.

Knowledge Management

Develop EROM-related procedures and user documentation (e.g. User’s guides, policies, plans etc.). Ensure that documentation for the Tool is prepared, properly stored and remains up-to-date. Monitor availability and functionality of the Tool and create periodical usage and functional reports as well as provide EROM Tool training to BICES users. Support Risk Analysis and Evaluation population and maintain Control and Actions Registries.

Planning and Execution

Provide daily administration and maintenance of the Risk Management Tool. Ensure all required steps and actions are taken to resolve Tool operation incidents. Monitor EROM  Tool performance and propose changes. Coordinate with the different BGX Divisions to ensure that information uploaded to the GRR meets defined metrics. Be responsible for the operational function of the Global Risk Register (GRR). Handle customer accounts for the EROM Tool, addressing licensing and change requests to improve user experience and enterprise-wide access.

Stakeholder Management

Coordinate and report activities (BGX and nations) and IT administration for the implementation of the EROM framework in BICES. Promote and maintain professional relations with relevant military and civilian officials as well as industry experts, within Nations and NATO, as required. In support of external communities (e.g. BICES Working Groups) or exercises, travel may be required.

Perform any other duty as required.

INTERRELATIONSHIPS:

The incumbent reports to the Head, Strategy & Process Section. S/He coordinates and interacts with other BGX staff, military and civilian, with nations and NATO bodies, as well as with staff from private scientific/industrial organisations.

CONTRACT:

Contract to be offered to the successful applicant: Definite Duration contract of three years with the possibility of extension.

Contract clause applicable

This post is a limited duration project post. Extension of the original definite duration of three years is subject to funding and project requirement. The first 6 months of the contract will be considered as probationary period.

If the successful candidate is seconded from the national administration of one of NATO's member States, a two-year definite duration contract will be offered, which may be extended, subject also to the agreement of the national authority concerned. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

NOTE:

Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
