INTRODUCTION:
SOLIDAR is a European network of Civil Society Organisations (CSOs), trade unions and social movements brought together by the common objective of advancing social justice through a just transition, in Europe and worldwide.
In the framework of its work on Global Just Transition, SOLIDAR is looking for an experienced researcher and editor with expertise on EU Trade and Industrial policy to:
OBJECTIVES OF THE PUBLICATIONS:
Briefing paper on EU Trade Policy
The briefing paper aims at answering the question if EU Trade Policy contains Just Transition elements, such as workers' rights, environmental protection, sustainable development, and how EU Trade Instruments (FTAs, preference schemes and financial instruments, CTIPs) can be leveraged to promote such elements in trading partners, with a special focus on EU-LAC trade relations. The briefing aims at providing policy options for EU policymakers on how to improve EU trade policy for it to become a vehicle for Just Transition.

ROLES AND RESPONSIBILITIES:
Editing of the briefing paper on EU Trade Policy
The briefing paper builds on a literature review done in the first 2 months of the year of about 50 pieces analysed and summarised to examine the intersection of EU trade policy and just transition elements. All the pieces selected, together with their respective summaries, have been compiled into an internal database. From there, a first draft of the paper has already been developed, which aims at summarising the main conclusions from existing literature to offer a concise and accessible overview of key findings related to EU trade policy and just transition and present policy recommendations to inform EU decision-makers. This draft will be shared with external experts for further consultation and the selected person will be responsible of:
Research, drafting and editing of the policy paper on EU Industrial Policy
The policy paper builds on a literature review looking at the demands of progressive organisations on EU trade measures promoting social and environmental standards, relevant legislation and implementation gaps and risks of unfair competition and sectoral impacts. From there, a document with key ideas from the literature review has been developed, and the selected person will be responsible for:

In the framework of its work on Global Just Transition, SOLIDAR is looking for an experienced researcher and editor with expertise on EU Trade and Industrial policy to:
- Edit a briefing paper on how EU trade policy can contribute to a just transition, with particular emphasis on EU trade relations with Latin America and the Caribbean;
- Finalise a policy paper on the EU Trade-Industrial Policies nexus. The latter looks at Trade measures to prevent unfair competition from third countries; Measures to support partners in the Global South to adapt to EU standards and develop their own industries; Enhancing a just transition for those European workers in economic sectors that are highly dependent on trade. The researcher will focus particularly on this last aspect.

- The paper aims at developing a progressive trade narrative that aims at promoting just transition and a social and green industrialisation for workers in Europe and in the Global South;
- The paper aims at bringing together progressive policy proposals on how to avoid social and environmental leakages while supporting just transition in the Global South.
ROLES AND RESPONSIBILITIES:

All the pieces selected, together with their respective summaries, have been compiled into an internal database. From there, a first draft of the paper has already been developed, which aims at summarising the main conclusions from existing literature to offer a concise and accessible overview of key findings related to EU trade policy and just transition and present policy recommendations to inform EU decision-makers. This draft will be shared with external experts for further consultation and the selected person will be responsible of:
- Editing the draft paper for clarity, flow, and consistency;
- Delivering a final, polished version of the document ready for design and to be published as a 10/15-page PDF and used in SOLIDAR’s advocacy and communications work.
Research, drafting and editing of the policy paper on EU Industrial Policy
The policy paper builds on a literature review looking at the demands of progressive organisations on EU trade measures promoting social and environmental standards, relevant legislation and implementation gaps and risks of unfair competition and sectoral impacts. From there, a document with key ideas from the literature review has been developed, and the selected person will be responsible for:
- Drafting the final policy paper;
- Providing substantive feedback to improve structure, coherence, and argumentation;
- Ensuring that the recommendations are relevant, actionable, and aligned with current policy debates;
- Enriching the content where appropriate, drawing on up-to-date knowledge of EU industrial agreements and instruments;
- Delivering a final, polished version of the document ready for design and publication.
TIMELINE:
The person is expected to start working as soon as possible and to deliver the two documents according to the following timeline:
- Review and editing of the briefing paper: Mid-June;
- Draft of the policy paper: End of June;
- Finalisation of the policy paper: Mid-July.
PROFILE:
- Proven experience editing and developing policy-oriented publications, particularly in EU economic affairs;
- Excellent writing and communication skills in English;
- Ability to work independently and deliver within a short timeframe;
- Proven knowledge of EU trade and industrial policies and its impacts on Global South countries, sustainable development and international cooperation;
- Familiarity with civil society perspectives and/or just transition frameworks is an asset.
