BACKGROUND:
The Conference of European Directors of Roads (CEDR) was established as a forum for the discussion and promotion of improvements to the road system and its infrastructure. CEDR members are the directors of the national road authorities of Europe. CEDR’s main objectives are to facilitate the exchange of experience and information and to analyse and discuss all road-related issues on a European scale.
The success of all countries across Europe depends on their ability to preserve and future proof the services provided by the pan-European road network (PERN). As the respective national road authorities collaborating in CEDR, we are mandated nationally to manage our respective parts of this network. In doing so, we facilitate the vital transport flows through and between nodes for domestic and transnational
needs. Our public responsibility is to preserve this networks’ ability to provide the safety, connectivity and accessibility for Europe’s economy, society and environment.
The Digital Road Manager is currently a concept rather than a vision or even strategy. It is formulated along the view that the NRAs of CEDR recognise that greater digitalisation represents a fundamental shift in how we manage roads. Already in 2018, it was agreed that CEDR is of the opinion that “digitalisation will influence all aspects of transport. This includes the aspects of traffic operations such as connected vehicles, integrated network management (including intermodality) as well as the planning and management of infrastructure with tools such as Building Information Modelling (BIM) and the Internet of Things. Perhaps more importantly it will influence the relation between transport providers and users. Social media and the transparency of data are increasingly involved in both long-term planning and dayto-day management. The role of digitisation in the financing of our transport systems is another area of great interest. The internet has revolutionised commerce, but we are still at the beginning of the journey in terms of transport.”
Building a common vision and approach to address the impacts and opportunities from digitalisation includes assessing the possible future roles of our organisations in relation to aspects of traffic operations such as connected vehicles, integrated network management (including inter modality) as well as to the planning and management of infrastructure with tools such as Building Information Modelling (BIM) and the Internet of Things (IoT). (Ref: Dublin Declaration, 2024).
Within CEDR there a several topical working groups, in which interested members participate. The group for Connectivity, Automation and Data (CAD) focuses on preparing road authorities for future developments and the impact of technology. In addition, CEDR’s research calls on Data (2022) and Intelligent Access (2023) address important digitalisation issues.
RESPONSIBILITIES OF THE REQUIRED CANDIDATE:
The objective is to provide technical assistance to the Working Groups and Secretariat of CEDR. The focus will be on the implementation of the outcomes of our October 2024 workshop of the Governing Board of CEDR. This will involve close cooperation with the relevant CEDR activities (working groups etc) as well as external stakeholders.

REQUIREMENTS:
The successful applicant will be hard-working, self-motived and able and willing travel extensively in Europe. Several years of experience of international cooperation activities and a high-level of written and spoken English is required. Proficiency in other major European languages (especially German and/or French) would be an advantage.
They will be able to demonstrate strong analytical skills and capacities for research and data collection; the ability to analyse statistics, draft reports and prepare presentations. They will have excellent knowledge of MS Office and in particular Excel.
Experience of EU funded projects would be an advantage.
CONTRACT AND REMUNERATION:
The permanent (or indeterminate) contract will be under Belgian law and normal conditions will apply. The post is based in the Brussels office of CEDR. Flexible working conditions can be negotiated including the possibility of part-time contracts for exceptional candidates.
The monthly salary will depend on qualifications and experience.

- Technical and logistical support for relevant CEDR working groups. Following EU activities including legislative, financial and policy activities related to roads and transport. This will contribute to the work of CEDR’s CAD, Call 2022 (Data) and Call 2023 (Intelligent Access) groups and requires attending meetings, seminars and workshops of the European Commission, European Parliament and key stakeholders and reporting (including through the website) to CEDR members;
- Reviewing and updating a CEDR ‘DRM strategy’ report, which requires the collection and compilation of data about National Road authorities, both through questionnaires and interviews. The aim of such report is to give an overview of the organisational and legal structures, financing systems and related data on CEDR members. This provides support for road directors in their plans and decisions on these topics.
This will also include;
- Support the relevant WG leadership in organisation of the meetings, as a part of the CEDR DRM activities. This includes:
- Help each meeting host to organise the venue;
- With the respective leaders, preparing and disseminating the agendas and the minutes of the meetings;
- Support and implement certain decisions or solutions from the meeting;
- Identify and forwarding any relevant information to the members concerned 2 Analysis of CEDR WG, NRA and EC activities (including identification of any opportunities for co-funded projects or joint calls);
- Liaise with WG Leaders on forthcoming research and consultancy needs relating to legislative and technical developments;
- Monitor developments with EC programmes and projects for synergies and opportunities related to research and its dissemination, including cooperation with the CCAM Partnership and other EU platforms;
- Coordinate and support project dissemination.
Other general tasks include:
- Assistance in general CEDR meetings and workshops as required, including those of the Governing and Executive Boards;
- Assist the Secretariat in the updating of relevant information on its website.
