Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 70 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT:
The MSF movement is built around six operational directorates supported by MSF’s 24 sections, 28 associations and 19 branch offices together worldwide. MSF OCB (Operational Center Belgium) is one of those directorates. The operations are guided and supported by country teams and operational Cells, the Emergency pool, and other departments supporting operations.
The Compensation & Benefits officer is part of the OCB Compensation & Benefits unit. The team is composed of two other C&B officers, a mobile implementation officer and a Compensation & Benefits referent. The C&B officer also interacts closely with Compensation & Benefits teams in the other Operational Centres and sections.
Compensation and benefits include pay structure, tangible and non-tangible benefits (working hours, leaves, health care coverage, relocation packages, etc.) and functions classification/scoring.
The purpose of this role is to provide expert guidance to Cell HR officers and other operational stakeholders, contribute to the development of MSF’s global Compensation & Benefits policies, and translate them into OCB-specific policies and reward systems. These policies should align with the organization’s strategic objectives and long-term vision. Covering all employee groups—including country-based and mobile staff—the role is instrumental in designing and sustaining a fair and equitable system that balances cost-efficiency, talent attraction and retention, alignment with other MSF sections, and fidelity to MSF’s associative culture.
The unit is also contributing to the “Rewards Review” project, which includes the design and implementation of global rewards policies and tools aiming at providing more equity, transparency, and consistency. The team's participation in this project is regularly reviewed and adjusted according to progress, resources and priorities. Consequently, team members must be willing and able to work on various topics and project components within their compensation and benefits technical field.

MAIN RESPONSIBILITIES:
Compensation & Benefits Strategy
- Design and oversee OCB remuneration and benefits system, based on global policies while also adapting to local contexts and specific operational and HR needs and ensuring coherence and alignment with other MSF Operational Centers;
- Continuously monitor policy implementation, propose changes, and use data analysis for insights;
- Gather feedback for data-informed policy enhancements and new developments.
Targeted Support and Expert Guidance
- Actively brief, guide and strengthen Cell HR Officers and HRCOs’ capacities on MSF Rewards frameworks;
- Provide proactive information, training, and support to internal stakeholders;
- Score country programmes new positions using the Hay Methodology and/or MSF mapping tool.
Intersectional Representation
- Represent OCB in various International HR Platforms and working groups, maintaining, and advancing Rewards Frameworks;
- Attend relevant intersectional meetings, advocating on behalf of OCB's specific needs and requests;
- Actively participate in working groups on intersectional policies and topics;
- Leverage data to create tools and policies aligned with IDRH mandates.
Proactive Change Management
- Identify risks and opportunities that will come from implementing a HR change (legal, social & financial);
- Weigh the social, legal, and financial implications when making a recommendation;
- Communicate changes effectively and coherently.
REQUIREMENTS:
Education & Experience
- Bachelor’s degree in human resources, business administration, finance, or related field;
- Minimum 3 years’ experience in an HR technical and/or specialist function related to Compensation & Benefits;
- International experience with MSF or INGO in an HR role is a strong asset;
- Experience of or knowledge of Hay methodology is an asset.
Competencies
- Proficient in articulating complex messages to various audiences, influencing others to embrace a common vision or goal;
- Collaborative team player with a deep understanding of organizational challenges and change processes;
- Analytical thinking;
- Strong knowledge of Excel;
- Knowledge of MSF Operational Center Brussels (OCB) HR processes and tools is an asset.
Languages
- Proficiency in English, both spoken and written is mandatory. Knowledge of French is a strong asset.
CONDITIONS:
- Expected starting date: December 1st 2025;
- Location: Brussels (Belgium) or another location where there is an MSF contracting section can be exceptionally considered;
- Due to legal administrative constraints, given the duration of the contract, candidates must already have the permanent right as Belgian or EU national, and/or valid work permit with mention of "Unlimited access to the labor market" to work in Belgium;
- Other location/s where there is an MSF entity within 2 hours of time zone difference from Brussels could be exceptionally discussed. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on the agreement with the hosting MSF entity of these locations;
- Contract type: Fixed-term contract – 100% or 80%;
- Contract duration: 8 months, from 1st December until July 31st 2026 – extension possible;
- The contractual terms, conditions and salary will be established according to the place of work and in respect of MSF standard function and salary grids;
