This is a position within the NATO Communications and Information Agency (NCIA), an organization of the North Atlantic Treaty Organization (NATO).

To strengthen the Alliance through connecting its forces, the NCI Agency delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.

The NATO Infrastructure Service Centre (NISC) Business Area Lead (BAL) is accountable for planning and executing the full lifecycle management activities (design, transition and operations) for the identified area of responsibility. NISC provides generic, domain independent, technical functionality that enables and facilitates the operation and use of Information Technology resources. NISC services (including: subject matter expertise; acquisition; project management, operations and maintenance; and, disposal) are provided in the following technical domains: Network Services (to include routing, switching and transmission services), infrastructure hosting, storage and processing, infrastructure networking, HW and SW management, databases and web platform services, as well as identity management. Services, are provided throughout the lifecycle to both internal and external customers in both static and deployable settings.

The NISC CIS Security (CISS) Office is responsible for the security oversight and assurance for all NISC services including on premise, edge and cloud services. This includes the security assurance, accreditation, implementation, operation and continual service improvement of NISC services.

ABOUT THE JOB:

Based in Mons, BEL you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the NATO Infrastructure Services Centre (NISC), which is accountable for planning and executing the full lifecycle management activities (design, transition and operations) for the identified area of responsibility. NISC provides generic, domain independent, technical functionality that enables and facilitates the operation and use of Information Technology resources.

We are looking for two driven and enthusiastic professionals - one Principal Technician (Secure Access Services Edge) and one Chief Technician (Secure Access Services Edge) - who will take on the following roles and responsibilities, amongst other:

  • Support the effectiveness and efficiency of assigned services in the area of responsibility (CISS), consisting of the delivery of the NATO Enterprise Edge Services including, but not limited to, hybrid-cloud Edge services, Secure Access Service Edge (SASE) and On-Prem DMZ services;

  • Coordinate and provide effective Level 2/3 support services (including, but not limited to, technical help desk and emergency on-site assistance) to ensure assigned services remain operational;

  • Apply and maintain security configurations of Edge Service appliances and applications;

  • Collect logs, provide performance monitoring, and tuning for assigned services.


DUTIES:

Under the direction of Head Enterprise Edge Services (EES) Section, the incumbent will perform duties such as the following:

  • Support the effectiveness and efficiency of assigned services in the area of responsibility (CISS), consisting of the delivery of the NATO Enterprise Edge Services including, but not limited to, hybridcloud Edge services, Secure Access Service Edge (SASE) and On-Prem DMZ services;

  • Coordinate and provide effective Level 2/3 support services (including, but not limited to, technical help desk and emergency on-site assistance) to ensure assigned services remain operational;

  • Apply and maintain security configurations of Edge Service appliances and applications;

  • Collect logs, provide performance monitoring, and tuning for assigned services;

  • Actively participate and support continual service improvements for assigned services;

  • Ensure a common understanding of the supported tools and methods of utilization within the centralised and distributed user base;

  • Responsible for maintaining service-related documentation, e.g., Standard Operating Procedures (SOPs) for aspects such as maintenance, supply, and training;

  • Serve as EES senior representative in the ESOC;

  • As member of the CISS ESOC Incident Response Readiness Team, guarantee 24/7 level 2 support for all priority one incidents on a predetermined set of services and locations;

  • Deputize for EES Service Delivery Manager as required;

  • Performs other duties as may be required.


EXPERIENCE AND EDUCATION:

  • Higher vocational training in a relevant discipline with 4 years post-related experience. Alternatively, a secondary educational qualification with 6 years post-related experience;

  • Sound knowledge of TCP/IP based networks and related protocols;

  • Practical experience with the management of DNS/DHCP solutions, Remote Access VPNs, SMTP Gateways, Secure Web Proxies and Load Balancers;

  • Practical experience in implementing and maintaining cloud based DDOS, and Web Application Firewall protection.

  • Excellent technical troubleshooting skills;

  • Experience in Incident and Request Fulfilment Management.


DESIRABLE EXPERIENCE AND EDUCATION:

  • Practical experience in implementing and maintaining cloud services, and Secure Access Service Edge (SASE) technologies;

  • Knowledge of cloud networking architecture, cloud operations, security, automation and orchestration;

  • Knowledge of Zero Trust Networking;

  • Good knowledge and working experience of Public Key Infrastructure;

  • Knowledge of IT Security frameworks and governance models;

  • ITIL version 3 or 4 Foundation;

  • Prior experience leading a team of CIS technicians;

  • Prior experience working in an international environment comprising both military and civilian elements;

  • Knowledge of NATO responsibilities and organization, including ACO and ACT.


LANGUAGE PROFICIENCY:

  • A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable;

  • NOTE: Most of the work of the NCI Agency is conducted in the English language.
