SUMMARY:

The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ. The EM Division covers the following directorates: HQ Support and Transformation (EM-HQST), Human Resources (EM-HR), and Information Communication, and Technology Management (EM-ICTM). Within the EM-HQST directorate, the role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.

Under the direction and guidance of the Building Management System (BMS) Supervisor, the incumbent is responsible for the operation of the NATO Headquarters’ BMS, ensuring the continual monitoring and oversight of all technical and building section activities. The incumbent is responsible for performing daily building performance audits and analyses and providing diagnostic solutions to indicated faults. They participate in the planning and execution of BMS maintenance and repair operations with external service providers. The incumbent must participate in a 24/7 shift role including working during night shifts and weekends.

QUALIFICATIONS AND EXPERIENCE:

Essential

The incumbent must:

  • Possess a higher secondary-level diploma in electrical, electronic or Heating, Ventilating and Air-Conditioning (HVAC) systems or equivalent level of qualification;

  • Have at least three years’ experience in the control of a centralised management system combined with a good knowledge of the working principles of all technical installations connected to the BMS, especially electrical installations, HVAC installations, plumbing and elevators;

  • Demonstrate the capacity to perform first-line troubleshooting and to report accurately on the nature of a technical problem;

  • Be capable of interpreting engineering drawings and technical manuals;

  • Be capable of operating BMS software and operating systems;

  • Possess the ability to quickly learn and adapt to changing technology;

  • Be competent with standard office software (e.g. MS Excel, Word and Outlook);

  • Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;

  • Be flexible to work outside of normal office hours when required;

  • Be prepared to work in 24/7 shifts.


Desirable

The following would be considered an advantage:

  • Experience working in 24/7 shift roles;

  • A specialised training in the installation and control of technical installations through a BMS or a bachelor’s degree relevant for the position;

  • At least 5 years’ experience in the control of a centralised management system;

  • Good IT knowledge.


MAIN ACCOUNTABILITIES:

Project Management

Under the supervision and overall guidance of the BMS Supervisor, operate the BMS and monitor all building activities of the HQ. Provide the BMS Supervisor with planned preventive maintenance schedules for the system. Program the BMS and other facilities systems (e.g. standby power generator, fire alarm system, etc.) for automatic, periodic testing and improvements. Participate in specific events such as Ministerials, even outside of standard office hours.

Information Management

Perform daily auditing of building performance by utilising the facilities built on the BMS (e.g. data logging, building review, alarm manager status, etc.). 

Planning and Execution

Participate in a duty role to provide 24/7 support on site including weekends. Work outside business hours and take all requests for Facilities Management across the entire chain of activities, including BMS, Building, Technical and Electronic Security System (ESS) requests. Analyse the behaviour of the buildings with respect to the set point and establish the various control parameters associated with the BMS. Participate in the effective management of stock, assuring its restocking as appropriate. Hastily evaluate and deal with alarms or technical malfunctions while under pressure.

Stakeholder Management

As required, support the BMS Section in the organisation, quality control, inspection, monitoring, and validation of works executed by external service providers. Maintain regular contact with the other Sections within IFM.

Expertise Development

Analyse reasons of building failure and provide specific diagnostic solutions. Assist the BMS Supervisor in the annual assessment of the state of the installations. Perform any other related duty as assigned.

INTERRELATIONSHIPS:

The incumbent reports directly to the BMS Supervisor and monitors and validates the works executed by external providers. They work closely with the ESS team and other IFM technical and building section support teams.

CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.

Contract clause applicable

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
