SUMMARY:
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence, headed by the Deputy ASG for Intelligence; and the NATO Office of Security, (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.
The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries with which NATO cooperates. It is also responsible for the security of the NATO Headquarters, its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General. The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; emergency response services (e.g. fire and medical).
The incumbent works as an integral part of the Physical Security team, with a view to support the implementation of physical security and technical access policies and commercial contracts, as well as to ensure a holistic management of security access control systems. They assist in the performance of tasks related to the physical security of the NATO HQ, including for the production, repairing and management of keys and locks.
This support service includes coordination of keys through an electronic distribution system, maintenance of electronic offline doors, and configuration of access levels, based on guidance and direction from the appropriate authority and in full coordination with the HQ Security Officer. They work under direct supervision of the Head, Physical Security.

Project Management
Contribute to and/or execute the project management tasks in relation to physical security of NATO HQ, electronic access systems and keys & combinations. Participate in defining projects and provide technical specifications when required. Contribute to monitoring the status of existing systems guaranteeing the physical security of NATO Headquarters. Prepare supply requests, evaluate proposals, participate in the contract award process, receive goods and services ordered, monitor project implementation and propose maintenance contract if required. Provide statistics related to projects performed to the Officer, Physical Security.
Planning and Execution
Manage the status of existing physical & technical security access requirements,. Maintain and update SharePoint sites and websites in order to configure electronic key distribution and door access rights using specialised software. Maintain a technical log and produce records upon request. Provide security oversight for the appropriate preventive and corrective maintenance of all the physical and technical security devices, equipment, or systems and procurement contracts as needed. Support as necessary the key management of partner occupied mission space. Upon request, open and/or repair security containers, whether equipped with a mechanical and/or an electronic combination or a mix of both mechanical/electronic. For new projects, execute tasks of the project management process. Document in full the result of these tasks.
Stakeholder Management
Develop and maintain both an internal and external network of contacts involved in electronic access systems, keys and combination lock matters, as well as physical security measures. Liaise with stakeholders in implementing electronic access and physical security programs within the space occupied by them within the NATO HQ compound, Partner mission space, and satellite offices.
Financial Management
Manage purchases in relation to physical security and technical access within the financial framework allocated to the Physical Security Section.
Expertise Development
Maintain an up-to-date working knowledge and wider awareness of developments within physical security and technical access related issues including emerging security solutions and also potential risks and threats. Maintain awareness and understanding of all revisions of NATO Security Policy and NATO HQ Security Regulations, as well as fire prevention and emergency procedures, that may affect physical security related issues, maintenance, and improvements, which are key to this role.
Information Management
Maintain and update the electronic management software including the SharePoint website for electronic access requirements, as well as a website for electronic key distribution and specific software used for access of offline doors.
INTERRELATIONSHIPS:
The Assistant, Physical Security and Technical Access reports directly to the Officer, Physical Security. They work closely with members of the International Staff as well as members of Delegations, Missions, Military Representations and Agencies located on the NATO Headquarters site. Under the direction of the Officer, Physical Security, they work closely with the staff from the other Sections of the PSESB and other security experts within JISD/NOS.

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian PersonnelRegulations.
Note: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.

- Have a good general education of at least secondary level;
- Possess at least 5 years of relevant professional experience;
- Be familiar with technical plans and document filing methodology;
- Be capable of preparing clear, precise and concise technical and security assessment reports;
- Have proven organisation and coordination skills;
- Be proficient in the use of computer software support packages, e.g. word processing, spreadsheets, databases, PowerPoint presentations and internet/intranet;
- Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.
Desirable
The following would be considered an advantage:
- Have knowledge in the functioning of a site security centre and any other relevant technical security measures;
- A technical diploma relevant to the post;
- Basic knowledge and experience with project management, including technical projects;
