As the Finance Assistant for the NATO representation to Ukraine (NRU), you will work closely with the Internal Control & Programmes Officer, NRU to administer all sorts of financial transactions such as grants, cooperative agreements, process pledges and issue payment instructions to Donors. You will assist with testing internal control mechanisms and be a main point of contact for Locally Engaged Staff in Ukraine handling finance matters. You will be involved in the production of relevant management and financial reporting information in accordance with the agreed standards, ensuring all transactions are in line with internal control procedures. You will support the preparation of the annual financial statements and provide assistance in the development of accounting policies and procedures applicable specifically to NATO activities in Ukraine.

KEY ACCOUNTABILITIES:

  • Ensure timely execution, accounting and reporting of financial transactions with the relevant standards (NATO Financial Regulations and Financial Rules and Procedures, IPSAS, CPRs, etc.). Document transactions ensuring propriety and financial validity;

  • Contribute to processes that document funds availability, ensuring the propriety of proposed expenditures and checking the financial validity of required payments and receipts;

  • Contribute to monthly closing of accounts and assist in producing specialised reports related to NATO/Ukraine finance for other divisions. Collaborate with colleagues in the OFC, the NRU and other areas of the NATO HQ to clarify financial management issues as they arise under the ER;

  • Handle operations and queries relating to budget execution, general accounting and reporting, fixed asset accounting, financial reporting, project accounting. Develop and maintain knowledge of IPSAS;

  • Manage optimised timelines for reconciliations, closings and financial statements. Provide feedback and suggestions to optimise processes within the OFC. Support efforts to ensure that users and clients at NATO Satellite Offices adopt the ERP’s updates and processes;

  • Be a source of support to colleagues across the HQ and based at the NRU on all areas of financial administration.


REQUIREMENTS FOR ROLE:

  • Possess higher secondary education qualification with at least 4 years post-related experience, OR upper vocational training/ post-secondary degree with at least 2 years post-related experience in economics, accounting, business administration, public administration, finance, management or related discipline;

  • Have a good customer service approach combined with excellent analytical and critical thinking skills;

  • Demonstrate integrity and act consistently with organisational values;

  • Have experience in the use of Enterprise Resource Planning (ERP) systems such as Oracle E-Business Suite;

  • Have advanced knowledge of MS Excel;

  • Be willing to travel to Ukraine, if and when required;

  • Possess the following minimum levels of NATO’s official languages: English V (“Advanced”); French II (“Elementary”).


The following requirements would be considered an advantage:

  • Experience in the use of Oracle EBS in general and more particularly with the use of Purchasing, Accounts Payable, Accounts Receivable, Fixed Assets, Cash Management and General Ledger and reporting via Oracle Business Intelligence modules;

  • Knowledge of and/or experience in the NATO financial processes and regulations applicable to appropriated and non-appropriated funds.

The incumbent reports to the Internal Control & Programmes Officer to the NRU, within the CAF, while closely coordinating with key stakeholders across NATO HQ and in the NRU.

CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of 3 years; possibility of renewal for up to 3years.

Contract clause applicable

As employment in this post is required for a limited period, the successful applicant will be offered a definite duration contract of 3 years’ duration, which, if required, may be renewed for a further period of up to 3 years.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a further period of up to 3 years if required, and subject also to the agreement of the national authority concerned.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.

NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
