GENERAL POSITION DESCRIPTION:

The successful candidate will work full time at ENTSO-E offices in Brussels and will be required to be based in Belgium, where a hybrid working environment will be offered. S/he will work within the ICT Solutions section, reporting to Electricity System Coordination Domain Manager.

The successful candidate will be responsible for the development and maintenance of near real time system and its evolutions by supporting all phases of software development lifecycle, managing the different service providers, and coordinating testing.

Travelling might be required in Europe.

ABOUT ENTSO-E NEAR REAL TIME SYSTEM:

The TSOs have agreed that ENTSO-E in the first step will develop, own and maintain the ENTSO-E near real time data exchange system aiming at improving the coordination of system operation and providing equal real time information displays to all TSOs in order to ensure a common system state overview of the transmission system for the TSOs.

The operation of the near real time data exchange system started in 2013, after having completed the connection of TSOs and the deployment. The application installation itself has significant operational and financial value and is owned by the association on behalf of the TSOs. The system also meets the requirements of COMMISSION REGULATION (EU) 2017/1485 as a common network operation tool to ensure coordination of network operation in normal and emergency conditions.

RESPONSIBILITIES AND TASKS:

• Manage, monitor, and coordinate the topics and/or applications you will be responsible for. This includes IT/OT development projects including but not limited to:
  
  
  
  1. WAMS data integration;
  
  
  2. Data streaming pilot;
  
  
  3. SCADA system upgrade;
  
  
  4. Integration of Balancing Platform data.
  
  
  
  


• Act as subject matter or IT expert and accountable for the near real time system and associated business application(s) and associate services, including IT requirements and evolution, security, quality, performance, and operability;


• Strong willingness to understand the business side of assigned topics, to analyse, review, and update IT requirements from the functional & non-functional requirements;


• Analyses and translates business/functional requirements into concrete tasks for third-party developers/providers;


• Follows up on application security, risk and other incidents when needed, in coordination with Application Security Centre;


• Day to day management of issues reported by users related to business applications;


• Organizing, coordinating and participating in tests of functionalities developed to ensure business requirements are met;


• Supporting the process of defects resolution by reporting defects, aligning on the necessary corrective steps, proposing improvements, status monitoring, testing and ensuring the quality of defect resolutions.

PROFILE:

• High school or University degree in IT or electrical engineering;


• Knowledge and experience with SCADA/EMS in the power system or electric utilities business. An additional experience in WAMS will be considered as a strong advantage;


• Knowledge and experience with network communication and protocols for real-time systems (ICCP, IEC 104,…);


• Experience in cybersecurity will be considered as an advantage;


• Experience in TSO industry, in control room environment, will be considered as an advantage;


• Excellent writing and presentation skills in English;


• Strong organization and planning skills;


• Strong analytical skills and structured problem solving;


• Ability to work independently and in a collaborative team setting with competing deadlines;


• Good project management skills: ITIL certified or equivalent experience ; Knowledge of Prince2 or PMP is an advantage;


• Understanding of the Software Development Lifecycle (SSDLC), Agile & Waterfall methodologies;


• Familiar with SharePoint, Jira and Teams;


• Knowledge and experience with requirements specification, use case development, process flow diagrams.
