OPPORTUNITY:

This is an exciting opportunity for European affairs’ professionals who want to apply their skills to advocate towards improved research and innovation policies and funding for tackling global health challenges and the gender health gap, or global health experts who want to deepen their knowledge on how to influence EU policy and funding so that it better supports global health equity, pandemic preparedness and international development.

We are looking for two new team members – one advocacy officer and one senior advocacy officer, interested in working in a global health non-governmental organisation.

Based in Brussels, the officers will support DSW’s advocacy on global health research and innovation and innovative pull funding mechanisms, including for neglected tropical diseases (in short GH R&I), for women’s health R&I, and sexual and reproductive health R&I.

YOUR RESPONSIBILITIES:

  • Timely implementation of advocacy activities against work plans, budgets and project frameworks in the area of GH R&I, and timely reaction to short-notice requests and opportunities;

  • Monitor and analyse political processes related to EU R&I and EU health policies, in particular related to global health, e.g. the new pharma legislation under negotiation, the current and future EU R&I framework programmes Horizon Europe/FP10, relevant joint undertakings such as the EDCTP, EU-Africa relations, HERA and pandemic preparedness processes;

  • Contribute to or develop strategic recommendations, up-to-date policy positions for relevant topics of GH R&I, as well as fact sheets, talking points, newsletters, and other advocacy documents;

  • Contribute to the drafting of in-depth assessments/ studies for relevant topics of GH R&I for advocacy-related publications;

  • Identify, reach out, engage, build or maintain a network with decision makers in the EU institutions in coordination with the team;

  • Represent DSW in external events and meetings, as well as towards policy makers, advocacy coalitions, CSO partners and other external stakeholders on GH R&I in agreement with the Head of EU Advocacy;

  • Develop joint initiatives serving DSW’s objectives with relevant partners, stakeholders and colleagues from other DSW Offices, including organising visits, events, and meeting programmes;

  • Support the Head of Advocacy in preparing regular reports and M&E activities according to DSW guidelines and procedures and support resource mobilisation activities;

  • Contribute to communications work that supports our GH R&I advocacy objectives, in collaboration with the communications team;

  • In all of the above: collaborate and coordinate with DSW advocacy and communications colleagues and the head of the DSW Brussels Office to contribute to the joint achievements of the team.


REQUIREMENTS:

  • Minimum 2-3 years of work experience in EU advocacy for officer level position, minimum 7-8 years of experience in EU advocacy for senior officer position;

  • General knowledge of EU policy-making processes;

  • Knowledge of EU R&I policies and instruments and/ or knowledge of global health issues, poverty-related and neglected diseases, women’s health, sexual and reproductive health;

  • Knowledge of EU and/or global pharmaceutical policies, research and innovation incentives (push and pull), pandemic preparedness mechanisms is considered an asset;

  • Experience in drafting advocacy materials and in liaising with decision makers;

  • University education (Master’s degree) in European public policy, political science, public health, global health, development cooperation, public affairs, or related subjects;

  • Fluent oral and written English;

  • Strong, persuasive oral and written communication skills, and networking experience;

  • Strong analytical and strategic thinking skills;

  • Supportive of DSW’s mission and vision;

  • Work and residence permit for Belgium;

  • Ideal start date: As soon as possible.


WHAT WE OFFER:

  • You will work in a dynamic and intellectually challenging environment together with researchers, advocates and officials dealing both with EU internal (health and R&I) and external (development cooperation) policies;

  • Full time contract (38 hours/week) for the officer position and 80% (30.4 hours) for the senior position, for one year, potentially with the possibility of extension to open ended contract;

  • Competitive NGO salary between EUR 3000-3400 gross for 100% officer position, and EUR 3200-3700 gross for 80% senior officer position (equivalent to EUR 4000-4625 gross for full time), depending on level of experience; and benefits including hospitalisation insurance, pension scheme, and meal vouchers. Additional holidays (on top of Belgian legal holidays) and training opportunities, flexible working arrangements, including teleworking; and possibility of international travel;
