The International Power-to-X Hub (PtX Hub) is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Economic Affairs and Climate Action (BMWK).
The International PtX Hub is a center for technological innovation overview, creativity, and political leadership located in Berlin, Bonn, and Brussels. We are working in the innovative field of converting renewable energy into synthetic fuels and other chemicals that will eventually allow the use of green energy for maritime transport and aviation as well as the chemical, fertiliser, steel and cement industry. On behalf of the German government, we develop criteria for a sustainable ramp up of a hydrogen economy, build international networks, conduct trainings, advise developing and emerging partner countries and prepare studies and reports about PtX.
Power-to-X enables us to produce anything historically dependent on fossil fuels with renewable electricity and carbon. PtX offers a tremendous economic potential for developing countries and emerging economies. Due to their favorable conditions for renewable energy production, they can leverage new business opportunities with Power-to-X and become frontrunners in emerging PtX markets. Not only can countries accelerate their economic development with PtX and become less dependent on fossil fuel imports, they can decrease their CO2 emissions at the same time – taking an important step towards reaching their climate goals.
The PtX Hub accompanies its partner countries closely and supports them in designing a regulatory framework that both stimulates the emerging PtX-production and consumption pathways while ensuring benefits for the sustainable development of the country.
As an addition to our policy team, we are looking for an Advisor PtX Policy (m/f/d) who is well versed in EU regulation, particularly on aviation, and able to advice our partner countries (with focus on North African countries) on regulatory concerns.
The position will be based in our location in Brussels starting on 1 January 2024.

We offer a temporary contract with GIZ in Brussels under Belgian law (PC200). The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalisation and the reimbursement of a monthly ticket for Brussels public transport and the possibility for home office in accordance with our respective policy.

- Advice partner countries, especially Algeria and Morocco, on the regulatory framework of the European Union concerning the import of hydrogen and its derivatives;
- Monitor regulations worldwide that guide the aviation sector towards climate-neutrality with particular emphasis on incentives for the production and demand of PtL SAF;
- Stay up to date on the evolving regulation of a global book&claim system for sustainable aviation fuel and suggest applying such a system in existing project activities of the PtX Hub;
- Review policy choices in PtX Hub partner countries to extract best practices and adapt the basic training material (module on policy) and the ad-on module on aviation;
- Function as focal point in the PtX Hub for the aviation training material. This implies constantly updating the training material and conducting training of trainers;
- Support the conceptualization, preparation, implementation and evaluation of information, dialogue and trainings events;
- Represent the PtX Hub in global fora and initiatives of the EU of relevance to PtX policies and climate-neutral aviation;
- Build a robust network with global and regional organizations working on climate-neutral aviation;
- Work closely with PtX Hub colleagues based in partner countries to review the policy and regulatory framework of partner countries and design a strategy for providing technical assistance in this field;
- Prepare the necessary material for tenders and grant agreements;
- Liaise regularly with the PtX Hub team in Berlin, Bonn and partner countries and other giz programs, contribute to requests from the German government, internal knowledge management and to other tasks and events;
- Contribute to the overall PtX Hub reporting, presentations, articles, case studies and other documentation, Monitoring and Evaluation.
YOUR PROFILE:
- University degree in Economics, business administration, industrial engineering or equivalent;
- Minimum three years of work experience in development agencies, advisory services, NGOs or public administration;
- Proven knowledge and experience in the topic of green hydrogen and Power-to-X, especially in relation to the aviation sector;
- Proven knowledge of the regulatory framework of the European Union for PtX in general and aviation in particular;
- Intercultural sensitivity, strong communication and cooperation competencies and written/verbal/presentation skills; experience in dealing with challenging situations regarding uncertainty;
- Proven communication and networking capabilities in the European context and worldwide;
- Capacity to present complex topics and processes accurately and concisely;
- Ability to work in an interdisciplinary team;
- Fluency in English and French; German language skills are an asset.
CONDITIONS:
- Regular duty trips to Germany (Berlin and Bonn), as well as business travel outside of Europe (mainly, but not exclusively, to Algeria and Morocco).
