SUMMARY:
The Joint Intelligence and Security Division (JISD), under the leadership of the Assistant Secretary General for Intelligence & Security (ASG-I&S), comprises two principal pillars: Intelligence – headed by the Deputy ASG for Intelligence (DASG-I); and the NATO Office of Security (NOS) – headed by the Deputy ASG for Security (DASG-S).
The Intelligence pillar is responsible for ensuring the situational awareness of the North Atlantic Council (NAC) and the Military Committee (MC), for the analysis of the indications and warnings in support of the NATO Crisis Response System, and for the development of intelligence policies and capabilities for NATO. Its functional areas address intelligence analysis and production, intelligence policy, and capability development. The Intelligence Production Unit (IPU), comprised of both military and civilian personnel, supports the NAC, MC and senior level decision makers on strategic issues of concern with intelligence-based analysis, briefings and written products.
The Junior Analyst with a focus on hybrid threats makes rapid judgements on the importance of issues, delivers timely analysis and assessments, coordinates assessments with other analysts. They also edit content, and deliver briefings. The role requires close coordination with JISD/IPU colleagues, liaison across the NATO Intelligence Enterprise, and an ability to identify and fuse relevant intelligence. The position also requires excellent writing and briefing skills, as well as a high level of open source research skills. The incumbent is mainly responsible for:

Contribute to the development and implementation of relevant courses of action to mitigate strategic threats to NATO through the timely presentation of intelligence. Select, analyse and brief issues related to hybrid threats. Conduct open source exploitation, and outreach across the NATO Intelligence Enterprise to provide appropriate evaluations and assessments of emerging strategic threats.
Stakeholder Management
Provide relevant and timely intelligence to leadership, to support their awareness, understanding and decision-making. Manage stakeholder relations with Allied intelligence services and NATO Intelligence Enterprise interlocutors.
Knowledge Management
Conduct open source exploitation research and analysis of Allied intelligence reporting to gather relevant threat information and to provide appropriate evaluations and assessments of emerging strategic threats to inform timely decision-making and threat mitigation.
Expertise Development
Monitor fast moving threat situations through open source and allied Intelligence reporting. Select, analyse, and present issues of concern. Present complex and shifting threats in clear and concise terms to enable NATO leadership to mitigate risks and avoid strategic shock. Apply expertise, interpret existing policies and advise others on best practices. Contribute to the development of best practice and Standard Operating Procedures (SOPs) within the JISD. Be flexible and prepared to support and cover for colleagues with different portfolios.
Project Management
Identify, analyse, design and contribute expertise to small and medium-sized intelligence projects, as required. Perform any other related duty, as assigned.
INTERRELATIONSHIPS:
The incumbent serves as a Junior Analyst, Hybrid, reporting directly to the Head of the Asia and Technology Branch (ATB) in the Intelligence Production Unit of JISD. They need to work with other analysts and in close coordination with others both within the division and across the NATO HQ, with NATO Military Authorities and the NATO Intelligence Enterprise, as required.

Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post. - Supporting the production of JISD outputs, and, as directed, delivering written and oral briefs and updates;
- Participating in and maintaining networks of analysts from other NATO intelligence bodies and Allied Intelligence Services.
QUALIFICATIONS AND EXPERIENCE:

The incumbent must:
- Possess a degree from a university or equivalent qualification from an institute of recognised standing in a relevant field;
- Be an active member, or have experience in an Allied nation’s intelligence service, Allied security service or work within the NATO Intelligence Enterprise (including the NATO Intelligence Fusion Centre (NIFC)), or in other related structures;
- Have a minimum of 2 years of experience in intelligence or in another relevant field for the job;
- Have excellent analytical skills combined with strong communication skills with experience developing, editing and delivering intelligence products to senior leaders;
- Demonstrate experience and ability to work with other analysts, establishing networks amongst Allied intelligence services and leveraging this network for support;
- Possess excellent drafting and editing skills;
- Demonstrate knowledge and understanding of NATO security concerns, intelligence priorities and threats affecting NATO from different strategic directions;
- Be able to adapt quickly in a fast-paced international environment;
- Be willing to work outside normal office hours, including at short notice;
- Possess the following minimum levels of NATO’s official languages: (English/French): V (“Advanced”) in English, and at least I (“Beginner”) in French.

- In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity;
- The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract;
- If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years;
- Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
