SUMMARY:
The Innovation, Hybrid and Cyber (IHC) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century. It serves as NATO HQ’s focal point for policy development on issues linked to innovation and Emerging and Disruptive Technologies (EDTs), Data and Artificial Intelligence (AI) Policy, cyber, hybrid, energy security, security of critical undersea infrastructure, as well as the impact of climate change on security. The Division also promotes security cooperation on these challenges through a variety of different programmes, with Allies and with partner nations, as well as with industry, academia and with other International Organisations (IO).
The Innovation and Technology Adoption Section is dedicated to bridging policy and real-world adoption of new technological products, driving tangible outcomes and effects. The Defence Against Terrorism Programme of Work (DAT POW) and the Voluntary National Contribution Fund (VNCF) support capability development and experimentation of technologies in its policy areas. These programmes aim also at facilitating trials and exercises with modern dual-use technologies, onducting military utility assessments, and helping NATO and Allies’ rapid adoption of innovative solutions.
The incumbent conducts programme management functions for the DAT POW, including maintaining the division’s relationship with the Conference of National Armaments Directors and related communities. The incumbent facilitates Alliance capability development and support actions that help the Alliance adopt new technological products faster, including through fostering multinational cooperation and improved interoperability.
The incumbent also develops expertise in areas of relevance for the division’s policy areas, including but not limited to Critical Infrastructure Protection, Electromagnetic Warfare, Emerging and Disruptive Technologies and Counter-UAVs. As required, the incumbent also provides secretarial duties to working groups and/or committees.

The incumbent participates as a supporting staff member in relevant committee meetings and participates in various ad hoc working groups dealing with capability development, trials, exercises and operational experimentation. They liaise with National Delegations, partner nations and other NATO bodies and agencies, as well as with other international staff Services/Divisions. The incumbent coordinates with other members of the Division, to leverage the programmes. The incumbent also maintains close contact with the respective project managers of ongoing activities and with authorities, experts and organisations in Allies to ensure effective implementation of the programme.

QUALIFICATIONS AND EXPERIENCE:

The incumbent must:
- Have a university degree in information technology, engineering or similar, from an institute of recognised standing or equivalent qualification;
- Possess at least 5 years of relevant experience in policy implementation; and in management, development and delivery of projects and/or programmes involving multiple stakeholders;
- Be fully conversant of the Alliance’s political and military consultative process and of the key issues involved;
- Have an in-depth understanding of critical developments relating to innovation and new technologies, and how those can be adopted by defence organisations;
- Demonstrate sound political judgment and strong analytical skills;
- Have the ability to draft quickly and concisely and be able to give convincing presentations;
- Possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one: II (“Elementary”) in the other.
Desirable
The following would be considered an advantage:
- A strong background in the development, procurement and acquisition of defence systems and capabilities;
- Broad knowledge of armaments planning matters and how they relate to other planning disciplines within the NATO Defence Planning framework;
- Knowledge of emerging and disruptive technologies, such as UAVs, biotechnology and human enhancement, novel materials and manufacturing, or next generation networks.
MAIN ACCOUNTABILITIES:
Policy Development
- Contribute to the development of politico-military guidance, policy, concepts and doctrines on innovation, hybrid and cyber matters. Facilitate the development of related plans, concepts, procedures and policies, as well as other related - initiatives. Promote the development, demonstration and testing of technologies and concepts and any related capabilities in support of the initiatives.
Project Management
- Ensure that DAT POW and other technology adoption related programmes or projects are managed according to and in support of NATO policy guidelines and NATO financial regulations. Evaluate programmes, including through the inspection of activities, site visits and the analysis of results, and propose improvements, as necessary. Promote integration of IHC policy areas into DAT POW projects.
Expertise Development
- Develop expertise in relevant technology adoption practices as they relate to defence, in multinational cooperation, as well as in military doctrine to promote the adoption of new technological products. Keep abreast of the latest technological and operational developments in their areas of responsibility and make recommendations for their application in military exercises and operational experimentation. Draft policy and technical reports for relevant committees, present findings to a variety of audiences.
Stakeholder Management
- Manage relations with other Divisions and Committees, in particular the Operations Division, Defence Investment Division and Conference of National Armament Directors, the Defence Policy and Planning Division and the NATO Military Authorities. Establish close working relationships with the Defence Innovation Accelerator for North Atlantic (DIANA) and the NATO Innovation Fund (NIF).
Representation of the Organization
- Represent the Unit or the IHC division at conferences, workshops and seminars, as directed. Prepare presentations aimed at influencing senior Alliance decision makers to support relevant programmes and achieve related milestones.
Knowledge Management
- Advise the Division on experimentation, defence planning and capability developmentrelated developments. Liaise with other members of the NATO defence planning, and armament and capability communities to ensure the integration of the Division’s priorities.
Financial Management
- Manage financial resources for on-going and planned programmatic activities using available mechanisms, such as common, joint or multinational funding. Work closely with Divisional Budget Officer to monitor NATO financial policy and regulations and advise the Unit regarding their impact on programmes;
- Perform other related duties as assigned.

- In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity;
- The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract;
- If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years;
- Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
